Council Minutes of 02-21-2012 <br />• Besides preparing the budget with the Mayor and his administration, She has been <br />meeting with various vendors in efforts to save money and gain efficiencies: <br />~~ <br />They are going to participate in a rewards program with American Express that <br />can feasibly earn $20,000 annually by paying certain bills with the credit card; <br />They are contracting with a company to audit the vehicle license registrations. <br />They get paid on a contingency basis and have been successful in other cities; She <br />has met with a 457 plan provider that would supplement what offerings the state <br />457 plan provides to help our employees better plan for their retirement needs; <br />She also met with Huntington Bank„ who recently opened a branch across the <br />street at Giant Eagle, as they are in the process of developing a banking service <br />RFP; Tomorrow she and the HR and Safety Service Directors are meeting with <br />Kronos, for time and attendance software and hardware solutions and safety <br />scheduling module demonstration; Munis is coming to do a demonstration on <br />March 29, 2012 to show what version they are required to upgrade this year as it <br />is a big improvement in user friendliness and operational efficiency. They will <br />also be demonstrating modules that we are interested in developing with Munis or <br />another vendor by showing work orders/job costing, building and code <br />enforcement and human resources, all modules including financials are made <br />more powerful by Tyler Content Management, that creates the online automation <br />and document retention and indexing. <br />• During budget hearings they discussed the annual debt service and the years <br />where the bonded burden will be reduced, but one council person asked what the <br />total debt of the city is, and excluding the new EPA loan in progress, the bonds <br />r and notes and existing OWDA loans of the city is projected to be $35,664,419 at <br />~~ the end of 2012. This includes the BANs before council now. When she took <br />office in 1998 the debt was $62 million and the 10.750 million library and 4.2 <br />million fire station bonds were not in existence yet. The $35 million includes <br />those voted bond levies. This was only possible through the steady fiscal <br />discipline of the Councils and the Mayor's administrations over these last 14 <br />years. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, February 14, 2012 at 7:07 p.m. Present were <br />committee members Barker, Schumann and Kearney; Council President Limpert; Council <br />members Brossard, Orlowski, Schumann and Williamson; Finance Director Copfer and <br />Safety/Service Director Thomas: <br />• Discussed were Ordinances 2012-11 through 2012-14: 2012-11 An Ordinance <br />providing for the issuance and sale of $508,700 of Notes, in anticipation of the <br />issuance of Bonds, to provide funds to pay costs of improving Allendale Drive, <br />Arlington Lane, Amesbury Drive, Carey Lane, Dogwood Trail, Dorothy Drive, <br />Elder Drive, Fairlawn Drive, Forestwood Parkway, Gessner Road, Linwood <br />Circle, Lusandra Circle, Magnolia Drive and Northern Avenue between certain <br />s termini by reconstructing and rehabilitating the pavement base, constructing and <br />reconstructing curbs and curb ramps and adjusting catch basins, manholes and <br />3 <br />
