Council Minutes of 02-21-2012 <br />• A reminder that the Cross Country Ski Race is scheduled for this coming <br />Saturday, February 25 at 3:00 p.m. at Springvale. Rain is predicted all week but <br />the extended forecast currently indicates snow showers on Saturday. <br />• The fish fry at Springvale will begin this Friday and continue through the Lenten <br />season. <br />• The bookings for the Ballroom at Springvale are currently exceeding the pace of <br />last year. There are 47 weddings already scheduled for this year. <br />• The improvements to the course appear to be paying off already. There are <br />several new evening leagues scheduled to play at Springvale this year as well as <br />two new morning leagues. We also have three new groups that have booked <br />summer outings with several more making inquiries about holding their events at <br />Springvale. <br />• Finally, on tonight's agenda is Ordinance 2012-5, which essentially updates the <br />language of Chapter 941, Refuse Collection. He reiterated that the amendments <br />to this ordinance are, essentially, updating the language to reflect the <br />implementation of the automated system. <br />Director of Law Gareau: <br />• He provided an update regarding the Eugene Dzambasow vs. Brian Bielozer, et al <br />case. A revised trial date has been scheduled for September 24, 2012 in the U.S. <br />Federal District Court in Youngstown. <br />,~ • Council has before them tonight an Ordinance with respect to the temporary <br />;:_ easements on Beech Lane for the collections system improvement project on <br />Walter Road. Work is under way, so there is a request that Council suspends the <br />rule requiring three readings for this legislation. <br />• The Law Dept. has hired a new Law Clerk, a graduate of Notre Dame College of <br />Ohio and a current student at the Cleveland Marshall College of Law. <br />• He participated in labor negotiation preparations the previous week, and <br />participated in mediation with the FOP. <br />• He provided an update regarding Megan Frenz vs. Springvale Golf Course and <br />Ballroom case. The Court denied the City's motion for summary judgment. The <br />matter is now in the Court of Appeals. It has been fully briefed and the city is <br />waiting on an oral argument date for that. <br />• An issue has surfaced regarding indigent burial. The city currently has no <br />Ordinance that sets forth rules and regulations regarding this. The State of Ohio <br />says the city is responsible for indigent, but it's not defined. How does one prove <br />that they're indigent? He is currently working on legislation that sets standards <br />and clearly defined definitions, and he will be bringing an Ordinance before <br />Council soon. <br />Director of Finance Copfer: <br />• She participated in police mediation and the analysis work that was necessary to <br />evaluate the proposals. <br />.:, <br />2 <br /> <br />
