Council Minutes of 09-03-2013 <br />• In the case of The Ciry of North Olmsted vs. Theodore Keller, a speeding case in <br />which the city was successful, an appeal to the Ohio Supreme Court has been <br />made by Mr. Keller. <br />• The matter of The FOP and Brian Bielozer vs. The City of North Olmsted was <br />continued last week by agreement of the parties. There is no new date scheduled <br />yet. <br />• Regarding property maintenance, there has been one sentence recently imposed <br />for a driveway violation. There are four additional convictions awaiting <br />sentencing, five open cases subject to conviction, eleven total complaints <br />authorizing and awaiting service, two complaints referred to the Law Dept. <br />pending prosection and four complaints outstanding for unresolved issues. Of <br />that number, thirteen are Mayor's Court cases at various levels. <br />Director of Finance Copfer: <br />• Last week, the County and representatives from the City of North Olmsted met to <br />discuss the Olmsted Township Sewer Agreement. There were two issues that are <br />still being investigated. One is the maximum flow at each of the four points that <br />come from the Township to North Olmsted's sewer system which they agreed <br />will be evaluated by a County Engineer and Pete DiFranco. There is also <br />clarification being sought on other issues -more specifically -the tap-in process. <br />Councilman Barker, Chairman of the Finance Committee: <br />"'~` The Finance Committee met Tuesday, August 27, 2013 at 7:00 p.m. Present were <br />~"` committee members Barker, Schumann and Kearney; Council President Jones; Council <br />members Brossard, Smith, Orlowski and Williamson; Finance Director Copfer, Human <br />Resources Director Farver, Planning/Development Director Wenger, Safety/Service <br />Director Thomas and guests. <br />• Discussed first was Ordinance 2013-75 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2013, and declaring an <br />emergency. The committee discussed many transfers that were already in this <br />appropriation Ordinance like $6,108 for hospitalization and life insurance for an <br />IT employee that wasn't budgeted, money from job creation grants transferred out <br />creating an excess in that budget for $15,527.23 transferred to other areas such as <br />$9419.23, 1000.00 to CDBG, $8,000.00 Senior Center Fund for meals on wheels <br />and senior entertainment, $419.23 to the FEMA Fund and $141,500.00 for design <br />engineering of SR 252 project. $40,000.00 for storm water work for Springvale <br />$2,000.00 for K-9 services.$1000.00 senior center roof change order. A <br />$9,500.00 transfer in FEMA from salaries to benefits and the $419.23 because of <br />more received from super storm Sandy assistance program. That explanation is at <br />the end of the amended worksheet which he asked the Clerk to include with this <br />report. $1167.48 in Federal Grants for revised JABG Grant agreement. In <br />Springvale, $13,082 for benefits of a added employee and $52,900.00 for the golf <br />cart bridge which was discussed at a previous meeting. The amendments to this <br />~~~ ordinance are as follows. $14,000.00 to Civil Service from Police and Fire for <br />~"` upcoming testing, $10,000.00 for grass cutting concerning Property maintenance <br />2 <br />
