Council Minutes of 09-03-2013 <br />and $101,616.00 To Sanitary Sewer Improvement Fund for Bowen engineering <br />on our sanitary projects for 2013. The committee voted 3-0 to recommend <br />`+~ approval of Ordinance 2013-75 with suspension and the amendment. <br />Councilman Barker made a motion to amend Ordinance 2013-75. The motion was <br />seconded by Councilman Schumann and passed unanimously. Ordinance 2013-75 <br />amended 7-0. <br />• Discussed next was Resolution 2013-76 which is a Resolution authorizing the <br />Mayor of the City of North Olmsted to enter into a two-year contract with <br />Union Eye Care Center, Inc., to provide eye care and vision services to city <br />employees in connection with the city's self-insured health care plan, as amended. <br />This is a renewal with no changes except Director Farver would like it reduced <br />from two years to one year to fall into the timeline with the labor contracts. 1'he <br />committee voted 3-0 to recommend approval of Resolution 2013-76 with <br />suspension and the amendment. <br />Councilman Barker made a motion to amend Resolution 2013-76. The motion was <br />seconded by Councilman Schumann and passed unanimously. Resolution 2013-•76 <br />amended 7-0. <br />• Discussed next was Ordinance 2013-77 which is an Ordinance authorizing the <br />Director of Human Resources to solicit proposals for the personal services of a <br />Third Party Administrator (TPA) to process health insurance claims and to <br />purchase excess insurance coverage for the city health care and hospitalization <br />plans for 2014, and further authorizing the Mayor, subject to approval of the <br />Board of Control, to enter into a contract for said services and said insurance <br />coverage. The city is self insured and covers 196 employees and total coverage is <br />for about 600 people. The employees pay 10% and the City pays 90% of the <br />premiums. This is a yearly endeavor looking for a company who would handle <br />our claims. As a side note the City is expecting above average increase this year <br />due to the fact that we have had significant claims over the last three years. T'he <br />committee voted 3-0 to recommend approval of Ordinance 2013-77 with <br />suspension. <br />• Discussed last was Resolution 2013-80 which is a Resolution dispensing with the <br />formal RFP process and authorizing the Mayor to enter into an agreement with <br />Poly-Tech Associates in order to provide the Civil Service Commission with <br />consulting services for competitive examinations, and declaring an emergency. <br />As mentioned in discussion of 2013-75, Civil Service is looking to do testing for <br />Police and Fire. The agreement with Poly-Tech was 2 years or $25,000.00 (which <br />ever comes first). With the testing that has been done, the city is close to the <br />$25,000.00 mark and the anticipated new testing will take us over that mark.
