Roll Call: Orlowski, yes; <br />~'""` Smith, yes; Kearney, yes; Barker, yes; Williamson, no; Brossard, yes; Schumann, yes. <br />''~ Ordinance 2013-69 adopted 6-1. <br />Ordinance 2013-71 introduced by Councilman Orlowski was given its third reading. An <br />Ordinance amending Section 107.14 of the Ethics Code in order to eliminate the Ethics <br />Commission and to refer all complaints to the Ohio Ethics Commission. Councilman <br />Orlowski moved for adoption. The motion was seconded by Councilman Smith and <br />passed unanimously. Ordinance 2013-71 adopted 7-0. <br />Resolution 2013-73 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to renew the contract between the City and Karrie <br />Skall Tipton for the provision of professional gymnastics instruction services at the North <br />Olmsted Recreation Center for an additional term of five (5) years, and declaring an <br />emergency. Councilman Kearney moved for adoption. The motion was seconded by <br />Councilman Brossard and passed unanimously. Resolution 2013-73 adopted. <br />Ordinance 2013-75 introduced by Mayor Kennedy was given its second reading. ,An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2013, and <br />declaring an emergency, as amended. Councilman Barker made a motion to suspend the <br />rule requiring three readings. The motion was seconded by Councilman Schumann and <br />passed unanimously. <br />..¢~. <br />Jeff Sturgeon, 3092 W. 231 asked what the city is transferring money for this late in the <br />year when the budget should have been done by now. Councilman Barker explained that <br />the budget is like a living organism. There are always changes being made. Sometimes <br />things come up and funds need to be transferred from one department to another. In this <br />case, the city is transferring funds for engineering purposes as stated in the committee <br />report. Transferring funds is the norm. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Ordinance 2013-75 adopted 7-0. <br />Resolution 2013-76 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor of the City of North Olmsted to enter into aone-year <br />contract with Union Eye Care Center, Inc., to provide eye care and vision services to city <br />employees in connection with the city's self-insured health care plan, as amended. <br />Councilman Barker made a motion to suspend the rule requiring three readings. An <br />Ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a Third Party Administrator (TPA) to process health insurance <br />claims and to purchase excess insurance coverage for the city health care and <br />hospitalization plans for 2014, and further authorizing the Mayor, subject to approval of <br />7 <br />
