Council Minutes of 09-03-2013 <br />the Board of Control, to enter into a contract for said services and said insurance <br />coverage. Councilman Barker made a motion to suspend the rule requiring three <br />' readings. The motion was seconded by Councilman Schumann and passed unanimously. <br />Dennis Lambert, 25057 Carey Lane said they did this in Fairview Park years ago. This is <br />probably the most important period of time for purchasing insurance and supplemental <br />policies, especially with the Affordable Care Act kicking in. It appears to him that this <br />Council wants to "stick its head in the sand" and ignore what the Administration is doing. <br />Doesn't Council want to know what kind of bidding is going out for this? Who's going to <br />get it, how much it's going to be and what alternatives there are? How it's going to affect <br />the city? Everything that deals with a large amount of money gets passed under <br />suspension. No checks and balances on this. Council President Jones asked Councilman <br />Barker if he had this legislation in his committee and reported out on it today. He said he <br />did. <br />Jeff Sturgeon, 3092 W. 231 asked if the city has a third party administrator now that they <br />have been using. Copfer answered yes. Sturgeon asked how long the city has had this. <br />Copfer said the city has had Medical Mutual since 1997. The city has a consultant, and <br />the city goes out for bids every year. The biggest thing is re-insurance and the specific <br />stop loss because the city is self-insured. Additionally, the union contracts have the plan <br />design set through 2014. The city already knows what the plan design is and Council has <br />approved all of those contracts that have the design in there. At one time, the city had a <br />three year contract with Medical Mutual because the city received a discount on the <br />~~~ contract. Sturgeon asked if any other companies bid on this. Copfer said they have <br />~~ multiple proposals every year. There have been many submittals over the years. <br />Councilman Barker (in reference to Lambert's comments) stated that one would get more <br />knowledge attending committee meetings than just reading the heading of legislation that <br />has already been discussed at length during committee meetings. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Ordinance 2013-77 adopted 7-0. <br />Resolution 2013-78 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to enter into a second agreement with the Ohio <br />Director of Transportation to upgrade certain barrier end terminals on state and national <br />highway routes within the City of North Olmsted. Councilman Brossard made a motion <br />to suspend the rule requiring three readings. The motion was seconded by Councilman <br />Kearney and passed unanimously. Councilman Brossard moved for adoption. The <br />motion was seconded by Councilman Kearney and passed unanimously. Resolution <br />2013-78 adopted 7-0. <br />Ordinance 2013-79 introduced by Councilman Schumann was given its second reading. <br />An Ordinance designating the Knight-Biddulph House, located at 4302 Porter Road, as <br />an official North Olmsted Landmark, as amended. <br />Resolution 2013-80 introduced by Mayor Kennedy was given its second reading.
