Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Schumann and passed unanimously. Councilman Barker moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Resolution 2013-80 adopted 7-0. Resolution 2013-81 was introduced and placed on first reading by Mayor Kennedy. A Resolution declaring conditions within the Senior Center to be a real and present emergency necessitating action without public bidding as required by North Olmsted Charter Article VIII, Section 6 and further authorizing the Mayor to enter into a contract with Dover Home Remodelers, Inc., to remove and replace ceiling tiles and otherwise repair water damage caused by roof leaks, and declaring an emergency. Councilman Barker made a motion to suspend the rules requiring three readings and formal committee review as this was discussed in this evening's Caucus. The motion was seconded by Councilman Schumann. Roll Call: Barker, yes; Schumann, yes; Kearney, no; Williamson, yes; Brossard, yes; Smith, yes; Orlowski, no. Motion to suspend passes 5-2. A Resolution accepting the amounts and rates as determined by the Budget Commission "°"' and authorizing the necessary tax levies and certifying them to the County Fiscal Officer.
