Council Minutes of 08-20-2013 <br />general parking issues, peddlers canvassers and soliciters, the child restraint law <br />and the OVI law. <br />• He reviewed the redistricting process that takes place every ten years. In 2021, <br />the redistricting process will take place the same time a municipal election takes <br />place. The Board of Elections has raised the question "What happens if <br />someone's residence is moved during the redistricting process such that they no <br />longer meet the eligibility requirement that you live in a ward for one year?" He <br />said if you redistrict in an election year and the candidate loses their residency, <br />the Charter would require that they wouldn't be eligible to run. This is an issue <br />that he believes Council can remedy through a Charter change submitted to the <br />Charter Review Commission in the future. <br />Director of Finance Copfer: <br />• She said former Chief Klecan will be missed both personally and professionally. <br />• She has distributed, via E-mail, the June financial reports (summary and detail) <br />and the second quarter analysis. After review, she told Council to let her know if <br />they wish to have a Finance Committee meeting to discuss the results thus far. <br />She also sent the April and May summaries, not detail reports. She will E-mail <br />the detail reports if Council wishes. <br />• In July, the Mayor sent out the June 30, 2013 Mayor's Court report. If Council <br />has any questions, please do not hesitate to ask her about the report. <br />• The have been meeting internally and with the County to finalize and update the <br />Olmsted Township Sewer Agreement and other ongoing issues with the <br />~~ Township. They have one more meeting, and expect to have a contract to present <br />` to Council shortly thereafter. <br />• They successfully tested E-mail notification of direct deposit advices for <br />employees. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, August 13, 2013 at 8:00 p.m. Present were <br />committee members Barker, Schumann and Kearney; Council President Jones; Council <br />members Brossard, Smith and Orlowski; Mayor Kennedy, Finance Director Copfer, <br />Human Resources Director Farver, Planning/Development Director Wenger, Law <br />Director Gareau, Clerk of Council Gallo and the Network Administrator. <br />• Discussed was Resolution 2013-74 which is a Resolution authorizing the Mayor <br />to enter into an amended contract with URS Corporation - a firm selected through <br />the Request for Qualification process -for the purpose of increasing the scope of <br />design engineering services; further authorizing the Mayor to enter into an <br />amended contract with URS Corporation, and declaring an emergency. City <br />Council approved the application to the Ohio Dept. of Transportation for safety <br />funding to make improvements to Great Northern Blvd. between Brookpark Rd. <br />and I-480. The City has been successful in its application, and the Director of <br />Planning and Development now requires engineering services for that project. <br />The Administration completed a request for qualifications to identify the most <br />qualified firm for the city-wide signal system project, and URS met all ODOT <br />prequalifications and determined to be the most qualified firm at a reasonable cost <br />2 <br />
