Council Minutes of 08-20-2013 <br />to provide services. The money used to pay for this will come out of the State <br />Highway Fund, which takes care of the design and engineering and the city's 10% <br />match. The project should start sometime in 2015. The committee voted 3-0 to <br />recommend approval of Resolution 2013-74 with suspension. <br />• Discussed last was digital storage of Council's documents. Two vendors are <br />being looked at by City Council; the County could not scan documents since the <br />beginning of the city (before 1950). Storage options discussed were whether or <br />not to put the scanned information on CD's to load onto city city's server, or to <br />host the information off site on a cloud. There will be another meeting in which <br />the vendors will be invited so that Council can ask questions directly. The <br />meeting adjourned at 8:37 p.m. <br />Councilman Orlowski, Chairman of the Intra-Governmental Relations Committee: <br />The Intra-Governmental Relations meeting was called to order at 7:50 p.m. Present were <br />committee members Orlowski and Smith; Council members Brossard, Barker, Schumann <br />and Kearney; Law Director Gareau, Finance Director Copfer, Planning/Development <br />Director Wenger and guests. <br />• Discussed first was Ordinance 2013-66 which is an Ordinance amending Section <br />1901.11 of the Fair Housing Code in order to increase the term of office for <br />Council members to four (4) years. With this change, as well as the changes <br />made to the next three Ordinances, the appointed Council person will serve the <br />full term of his or her elected office on that board/commission. This will help to <br />-. track the term of the members of Council on certain boards/commissions. The <br />actual wording of this Ordinance is the city Council appointee may serve for a <br />term of four years, or as may be appointed by Council, and so long as said <br />appointee is and remains a member of Council. The committee voted 2-0 to <br />recommend approval of Ordinance 2013-66. <br />• Discussed next was Ordinance 2013-67 which is an Ordinance amending Section <br />171.05 of the Community Reinvestment Code in order to increase the term of <br />office for Council members to four (4) years. Except for city Council <br />appointees, who may serve for a term of four years or as may be appointed by <br />Council, and so long as said appointees are and remain members of city Council. <br />The committee voted 2-0 to recommend approval of Ordinance 2013-67. <br />• Discussed next was Ordinance 2013-68 which is an Ordinance amending Section <br />172.01 of the Tax Incentive Review Code in order to increase the term of office <br />for Council members to four (4) years, as amended. Except for city Council <br />appointees, who may serve for a term of four years or as may be appointed by <br />the President of City Council, and so long as said appointees are and remain <br />members of city Council. The committee voted 2-0 to recommend approval of <br />Ordinance 2013-68. <br />This legislation is amended with the language or as may be appointed by the President of <br />Council. This is contained in ORC 5709.85 which our 172.01 Tax Incentive Review <br />Code is modeled after. <br /> <br />3 <br /> <br />
