Council Minutes of 08-20-2013 Councilman Orlowski made a motion to amend Ordinance 2013-68. The motion was seconded by Councilman Smith and passed unanimously. Ordinance 2013-68 amended 7- 0. • Discussed next was Ordinance 2013-69 which is an Ordinance amending Sectian 1501.2501 of the Taxation Code in order to increase the term of office for Council members to four (4) years. The city Council member may serve for a term of four years, or as may be appointed by city Council, and so long as said appointee is and remains a member of city Council. The committee voted 2-0 to recommend approval of Ordinance 2013-69. • Discussed last was Ordinance 2013-71 which is an Ordinance amending Sectian 107.14 of the Ethics Code in order to eliminate the Ethics Commission and to refer all complaints to the Ohio Ethics Commission. This eliminates the city's in- house review process and forwards all conflict of interest or unethical issues to the State of Ohio Ethics Commission. This legislation was held in committee pending the Law Director's review and rewrite of the language. The committee voted 2-0 to hold the legislation in committee. The meeting was adjourned at 8:05 p.m. The Intra-Governmental Relations Committee met Tuesday, August 20, 2013 at 7:29 p.m. Present were committee members Orlowski, Williamson and Smith; Council. President Jones; Council members Barker and Brossard; Mayor Kennedy, Law Director Gareau, Planning/Development Director Wenger and guests. • Discussed was Ordinance 2013-71 which is an Ordinance amending Section 107.14 of the Ethics Code in order to eliminate the Ethics Commission and to refer all complaints to the Ohio Ethics Commission, as amended. The amendment by the Law Director is any and all complaints for investigation alleging on ethical conduct related violations of law may be filed by any person directly with the State of Ohio Ethics Commission pursuant to ORC 102.06. Councilman Kearney, Chairman of the Recreation, Public Parks and Buildings Committee: The Recreation Committee met Tuesday August 13, 2013 at 7:30 p.m. Present were committee members Kearney, Brossard and Orlowski; Council President Jones; Council members Barker, Schumann and Smith; Mayor Kennedy, Law Director Gareau, Planning/Development Director Wenger, Recreation Commissioner Drenski, Springvale Facility Manager Young, and Karrie Skall Tipton. • Discussed first was Resolution 2013-73 which is a Resolution authorizing the Mayor to renew the contract between the City and Karrie Skall Tipton/North Olmsted Gymnastics, Inc. for the provision of professional gymnastics instruction services at the North Olmsted Recreation Center for an additional term of five (5) 4
