Council Minutes of 08-20-2013 <br />Councilman Orlowski made a motion to amend Ordinance 2013-68. The motion was <br />seconded by Councilman Smith and passed unanimously. Ordinance 2013-68 amended 7- <br />0. <br />• Discussed next was Ordinance 2013-69 which is an Ordinance amending Sectian <br />1501.2501 of the Taxation Code in order to increase the term of office for <br />Council members to four (4) years. The city Council member may serve for a <br />term of four years, or as may be appointed by city Council, and so long as said <br />appointee is and remains a member of city Council. The committee voted 2-0 to <br />recommend approval of Ordinance 2013-69. <br />• Discussed last was Ordinance 2013-71 which is an Ordinance amending Sectian <br />107.14 of the Ethics Code in order to eliminate the Ethics Commission and to <br />refer all complaints to the Ohio Ethics Commission. This eliminates the city's in- <br />house review process and forwards all conflict of interest or unethical issues to <br />the State of Ohio Ethics Commission. This legislation was held in committee <br />pending the Law Director's review and rewrite of the language. The committee <br />voted 2-0 to hold the legislation in committee. The meeting was adjourned at <br />8:05 p.m. <br />The Intra-Governmental Relations Committee met Tuesday, August 20, 2013 at 7:29 <br />p.m. Present were committee members Orlowski, Williamson and Smith; Council. <br />President Jones; Council members Barker and Brossard; Mayor Kennedy, Law Director <br />Gareau, Planning/Development Director Wenger and guests. <br />• Discussed was Ordinance 2013-71 which is an Ordinance amending Section <br />107.14 of the Ethics Code in order to eliminate the Ethics Commission and to <br />refer all complaints to the Ohio Ethics Commission, as amended. The amendment <br />by the Law Director is any and all complaints for investigation alleging on ethical <br />conduct related violations of law may be filed by any person directly with the <br />State of Ohio Ethics Commission pursuant to ORC 102.06. Ordinance 2013-71 <br />amended 7-0. <br />Councilman Kearney, Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />The Recreation Committee met Tuesday August 13, 2013 at 7:30 p.m. Present were <br />committee members Kearney, Brossard and Orlowski; Council President Jones; Council <br />members Barker, Schumann and Smith; Mayor Kennedy, Law Director Gareau, <br />Planning/Development Director Wenger, Recreation Commissioner Drenski, Springvale <br />Facility Manager Young, and Karrie Skall Tipton. <br />• Discussed first was Resolution 2013-73 which is a Resolution authorizing the <br />Mayor to renew the contract between the City and Karrie Skall Tipton/North <br />Olmsted Gymnastics, Inc. for the provision of professional gymnastics instruction <br />services at the North Olmsted Recreation Center for an additional term of five (5) <br />4 <br /> <br />
