Council Minutes of 06-25-2013 <br />The Public Safety Committee met Tuesday June 25, 2013 at 7:30 p.m. Present were <br />~^~ committee members Williamson, Smith and Schumann; Council President Jones; Council <br />members Barker, Brossard, Kearney and Orlowski; Mayor Kennedy; Safety/Service <br />Director Thomas. <br />• Discussed first was Resolution 2013-57 which is a Resolution authorizing the <br />Chief of Police to apply for and the Mayor to accept, on behalf of the City of <br />North Olmsted, up to $33,252.00 in grant funding from the Bureau of Justice <br />Assistance Partnership in order to purchase bullet proof vests for North Olmsted <br />police officers in 2013 and 2014; further authorizing the Mayor to enter into any <br />agreements with the appropriate federal or state agencies to accept funding on <br />behalf of the city, and declaring an emergency. The committee voted 3-0 to <br />recommend approval of Resolution 2013-57 with suspension. <br />• Discussed last was Resolution 2013-61 which is a Resolution dispensing with the <br />RFP process and authorizing the Mayor to enter into a contract with Edward <br />Schepp in order to provide for transition and consulting services for the position <br />of Fire Chief, and declaring an emergency. Mr. Schepp would provide consulting <br />services for the position of Fire Chief for the time period of July 15 through <br />August 30. Transitioning while the current Chief is still employed with the city <br />will allow the incoming Chief the ability to learn the day-to-day operations of the <br />dept. The committee voted 3-0 to recommend approval of Resolution 2013-61 <br />with suspension. <br />Councilman Schumann made a motion to suspend Rule 58 of the Rules of Council <br />requiring a formal interview by the Intra-Governmental Relations Committee for JoAnn <br />DePolo for the North Olmsted Arts Commission. She is a business resident, an artist, has <br />attended the organizational meeting for the Arts Commission and is probably the most <br />qualified member of the Arts Commission. The motion was seconded by Councilman <br />Brossard. Roll Call: Schumann, yes; Brossard, yes; Orlowski, yes; Barker, yes; <br />Williamson, no; Kearney, yes; Smith, yes. Rule 58 suspended 6-1. Councilman <br />Schumann made a motion to approve the appointment of JoAnn DePolo to the Arts <br />Commission. The motion was seconded by Councilman Brossard. Roll Call: <br />Schumann, yes; Brossard, yes; Smith, yes; Barker, yes; Orlowski, no with comment. I <br />am not in favor of placing non-residents on any boards or commissions in the City of <br />North Olmsted. Roll Call continued: Kearney, yes; Williamson, no for the same reasons <br />as Councilman Orlowski stated. JoAnn DePolo appointed to the Arts Commission 5-2. <br />LEGISLATION <br />Ordinance 2013-41 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Chapter 1321 of the Codified Ordinances of the City of North <br />Olmsted entitled "Permit and Inspection Fees", and declaring an emergency, as amended. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Ordinance 2013-41 adopted 7-0. <br />Ordinance 2013-42 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Part Nine, Title One (Streets and Sidewalk Areas) of the Streets, <br />Utilities and Public Services Code of the City of North Olmsted so as to add a new <br />3 <br /> <br />
