Resolution 2013-26 adopted.
~,.
Resolution 2013-27 was introduced and placed on fir"st reading by Mayor Kennedy. A
Resolution declaring conditions within the sanitary sewer collection system at 6355 and
6369 Barton Road to be real and present emergencies necessitating action without public
bidding as required by the North Olmsted Charter Art. VIII, Section 6 and further
authorizing the Mayor to enter into a contract with KMU Trucking to install
infrastructure improvements within the sanitary sewer collection system, as detailed in
the specifications on file in the Department of Public Service, and declaring an
emergency. Councilman Schumann made a motion to suspend the rules requiring three
readings and formal committee review. The motion was seconded by Councilman Barker
and passed unanimously.
Dennis Lambert, 25057 Carey Lane said this Resolution was discussed in Caucus. As he
stated to Safety/Service Director Thomas and to the Assistant Superintendent of
Collection at the WWTP, the pipe serving 25 houses measured about 49 square inches.
That's an 8-inch sewer line. They are going to somehow choke off the larger sewer so
that it equalizes the pressure between the 8 inch sewer line and the larger sewer that's
feeding the main sewer system down the way. This Council needs to consider adding a
separate parallel line to that sewer line to do a permanent remedy for that, and Council
should be considering putting some money aside for this and other areas that are going to
require such things. Forty-nine square inches basically accommodates 4 houses. There
'~` are 25 houses instead of 4. Gareau said that the analysis is not to choke off or restrict the
*" larger line. It was to create a flow situation whereby both inflow from each direction
could be accommodated and carried to the east. So, there is not going to be any
restriction of flow to the people who are "upstream" on the other side of that line. [t's
just a matter of permitting that material to flow by creating a "Y" situation where the two
lines will come together and then proceed to the east.
Councilman Schumann moved for adoption.
