Council Minutes of 02-05-2013 <br />• Discussed was Ordinance 2013-11 which is an Ordinance amending and re- <br />establishing Section 505.16 entitled "Vicious and Dangerous Animals" of Chapter <br />Five of the Codified Ordinances of the City of North Olmsted in order to add <br />specific containment and restraint requirements and to substitute the Director of <br />Public Safety for duties previously assigned to the Animal Warden, and declaring <br />an emergency. The committee voted 2-0 to recommend approval of Ordinance <br />2013-11 with suspension. <br />COMMUNICATIONS <br />Clerk of Council Gallo read a letter from the Pine Ridge Homeowners Association which <br />is attached to these minutes. <br />AUDIENCE PARTICIPATION <br />Myron Young, 30879 S. Court said he lives behind the industrial parkway. He <br />referenced 2012-125. He said he is against the firing range. Berea just passed a firing <br />range on Bagley Road, so there will be one neazby that people from North Olmsted can <br />attend. He does not understand why Council would want to allow this. <br />Jim Carter, 30859 S. Court congratulated Council President Jones on her new position. <br />He also referenced Ordinance 2012-125. He is surprised that the land is going to be <br />,~ turned into manufacturing space for a firing range. He doesn't think the city is doing a <br />good job marketing the industrial parkway. He is concerned about safety also and the <br />city should look into this. He wants to make sure everyone sticks to the current rules that <br />they fought hard to get in place. He wants to make sure this property is properly <br />landscaped if it goes forwazd. He is concerned about guns being sold and/or traded at the <br />firing range. He requested that Council keep all of this in mind as they go forwazd. <br />Jeff Sturgeon, 3092 W. 231 Street asked for the status of Ordinance 2012-125. Council <br />President Jones stated it is going to be scheduled to be heard in the Building, Zoning and <br />Development Committee on Tuesday, February 12 at 7:50 p.m. Sturgeon said he is <br />against having a shooting range in North Olmsted. This will not benefit the city in any <br />way, especially in this area of the city. He doesn't think the majority of the residents <br />would be in favor of a firing range. <br />Arnold Paulot, 30899 S. Court is against Ordinance 2012-125. This firing range would <br />be neaz his property, and he is concerned about safety. <br />Steve O'Bryan, Taft Law Firm, Public Square, Cleveland (18962 Schlather Lane, Rocky <br />River) stated he represents YIRS, a company that owns one industrial and one <br />commercial premises in North Olmsted. Fred Schirmer is the President, and the other <br />officers aze present. He has known Mr. Schirmer since he developed the property 13 <br />years ago. O'Bryan stated that he has been the Law Directors of the following cities: <br />Independence, Solon, Bratenahl. He said he knows good zoning, mediocre zoning and <br />''""" bad zoning.
