Council Minutes of 01-15-2013 ~°' iPads would be $30 per month which was rejected. The committee voted 6-0 to approve iPads for use by City Council. Councilman Barker announced that budget hearings will be held Saturday, February 2, 2013 starting at 9:00 a.m. Councilman Brossard, Vice-Chairman of the Recreation, Public Parks & Buildings Committee: The Recreation Committee met Tuesday, January 8, 2013 at 7:00 p.m. Present were committee members Brossard and Orlowski; Council members Barker Mahoney; Mayor Kennedy, Planning/Development Director Wenger and Recreation Commissioner Betsy Drenski. • Discussed first was Ordinance 2013-7 which is an Ordinance authorizing the Mayor to implement a design build selection process for the award of a contract to design and install improvements to the ice rink refrigeration systems at the Recreation Center, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the successful applicant, and declaring an emergency. Drenski pointed out that the chillers are the original equipment dating back to approximately 1975 or 1976. Parts are no longer available for this equipment, and the time has come to replace them. The original estimate from Brewer Garrett is about $300,000. It was also pointed out that they will be installing two chillers instead of four because modern chillers are efficient enough that only two are required. Significant utility savings will be realized. The committee voted 2-0 to recommend approval of Ordinance 2013-7. • Discussed Last was Ordinance 2013-8 which is an Ordinance authorizing the Mayor to implement a design build selection process for the award of a contract to design and install improvements to the Recreation Center lighting systems, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the successful applicant. Again, Drenski pointed out that this is original lighting equipment which is not energy efficient. The initial estimate from the city's Engineer is about $150,000. Significant utility savings will be realized. The April 11 energy audit pointed aut deficiencies in lighting in the pool, tennis, and gymnastics areas. The committee voted 2-0 to recommend approval of Ordinance 2013-8. Councilman Mahoney, Chairman of the Building, Zoning & Development Committee: The BZD Committee meeting met Tuesday, January 8, 2013 at 7:20 p.m. Present were committee members Mahoney and Barker; Council members Brossard, Orlowski, Schumann and Williamson; Mayor Kennedy and Planning/Development Director Wenger. • Discussed was Ordinance 2013-2 which is an Ordinance amending Section 1369.03, "General Requirements for Fences and Screen Walls" of Building Code Chapter 1369 entitled "Fences and Screen Walls" in order to establish additional minimum standards.
