Council Minutes of 01-15-2013 ,,~„ Ordinance 2013-8 introduced by Mayor Kennedy was given its second reading. An ;~~ Ordinance authorizing the Mayor to implement a design build selection process for the award of a contract to design and install improvements to the Recreation Center lighting systems, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the successful applicant. Councilman Mahoney made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Brossard and passed unanimously. Councilman Mahoney moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Ordinance 2013-8 adopted. Resolution 2013-10 was introduced and placed on first reading by Mayor Kennedy. A Resolution designating and establishing the Cuyahoga County Office of Emergency Management to provide emergency management services to the City, and declaring an emergency. Councilman Mahoney made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilman Schumann and passed unanimously. Councilman Mahoney moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Resolution 2013-10 adopted. Ordinance 2013-11 was introduced and placed on first reading by Councilman Brossard on behalf of himself and Council members Schumann and Barker. An Ordinance amending and re-establishing Section 505.16 entitled "Vicious and Dangerous Animals" of Chapter Five of the Codified Ordinances of the City of North Olmsted in order to add ~~ specific containment and restraint requirements and to substitute the Director of Public Safety for duties previously assigned to the Animal Warden, and declaring an emergency. MISCELLANEOUS BUSINESS Councilman Mahoney scheduled a Public Safety Committee meeting on Tuesday, January 22, 2013 at 7:15 p.m. to discuss Ordinance 2013-11. A Public Hearing is scheduled at 7:00 p.m. to discuss Ordinance 2012-125. Councilman Mahoney made a motion to excuse the absence of Councilman Kearney. The motion was seconded by Councilman Orlowski and passed unanimously. Councilman Kearney excused.
