MINUTES OF THE MEETING OF ZHF COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DF~ENIDER 7, 1993 <br />Present: Council President Boel~ner, Council Members Babas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Clerk of Council <br />Barbara Seman <br />President Boehmer called the meeting to order at 8:15 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />The minutes of the meeting of November 16, 1993 were approved as written. <br />Mr. BoeYuner armounced that Resolution No. 93-152 would be added to the agenda and <br />passed under suspension of the rules. Also, Ordinance Nos. 93-146, 93-147 and <br />93-148 would be passed under suspension of the rules. <br />Mr. Boehmer recognized Cub Scout Pack 332 from St. Richard's School. <br />Mayor Boyle reported: 1) Cablevision has advised the city that senior citizen <br />discounts will be discontinued as of January, 1994. They cite the 1992 Cable Act <br />as the reason. A letter has been sent in protest and noting that the 1992 Cable <br />Act gave them the ability to raise rates for most subscribers, which they <br />recently did. The Mayor noted that reports have indicated that cable television <br />has recently recorded a decrease in subscribers, which might be due to the <br />debates on the 1992 Cable Act. One issue that has arisen from those debates is <br />that it is cost effective for a government to run a cable system. North Olmsted <br />will look into this issue. <br />2) Current Police statistics as compared to last year are as follows: miles <br />driven have increased by 10,723; arrests are up by 400; DWI arrests are up by 37; <br />assaults, vehicle thefts and attempts, burglaries are down; criminal damaging is <br />down by 84; sex offenses are down; shoplifting is down; theft from auto is down <br />by 64; occasions of suspicious persons are down. Basically, our crime rate since <br />1992 has decreased as new Police officers have been hired. <br />3) The Board of Control met on December 2 to approve a change order for the <br />Recreation Center parking lot. The work is being done in two phases: base work <br />and drainage this year; capping and overlay next year. However, it has become <br />apparent that while construction is going on, curbing could be put in for less <br />money at this time. Therefore, an additional $26,000 has been approved. The <br />amount will be paid out of what had been appropriated earlier because of savings <br />that have been incurred. <br />4) The blue bags used by grocery stores can be used for recycling as long as the <br />opening can be tied securely. <br />5) The Christmas Tree Lighting was a great success. The choir from Pine School <br />entertained everyone. Santa was escorted to City Hall by the Police Department, <br />and he and the children helped the Mayor turn on the Christmas lights. Many city <br />employees donated their time by baking cookies and volunteering their time to <br />assist with distributing refreshments. <br />~.~..~ ~,~~,~.~,~.~a <br />
