Council Minutes of 12/7/93 <br />6) A resolution in support of continuing enterprise zone legislation in Ohio will <br />be introduced this evening. The enterprise zoo is needed by tY~e State of Ohio <br />to maintain current jobs, to existing companies and to provide an <br />incentive for more companies to locate here. The Mayor testified before a <br />committee of the State Legislature as to the ber~fits of the enterprise zone <br />legislation. A report was submitted to the committee that detailed the effects <br />of the enterprise zone legislation in Lake County. This report stated that for <br />every dollar abated, the local school districts received $2.70 in income a~i <br />other general governments received $6.33. The enterprise zone has been used <br />successfully in many Ohio cities including North Olmsted. <br />Law Director Gareau reported: 1) With regard to the Eliza Jennings case, a pre- <br />trial hearing will be held next Monday to allow the court to determine what will <br />take place under the directive of the Caurt of Appeals. Hopefully, a final <br />report on this case can be made at the next Council meeting. <br />2) The Robinson case dealing with Civil Service testing was assigned to a Federal <br />mediator and the case will be heard this mcmth. <br />3) A false arrest case against the city has been filed in Federal court urxler the <br />Civil Rights Act. The Law Director will confer with Mr. Wilamosky to determine <br />which insurance carrier will cover the costs and whether the defense costs are <br />part of the deductible. <br />4) Since the firefighters have dismissed the SERB case, the city has dismissed <br />the declaratory judgment case dealing with smoking. <br />Mr. McKay, Chairperson of the Public Safety, Health and. Welfare Committee, <br />reported: 1) The committee met on Monday, November 29, and in atteYxiance were <br />Council Members Leonard, Lind, Musial, McKay; Safety Director Gurxiy; Councilman- <br />elect Limpert. The following items were discussed: <br />a. Ordinance 93-143 which provides for the installation of a r~ right turn on red <br />sign located on Porter Road where it intersects with Butternut Ridge Road. The <br />caranittee recommended approval. <br />b. Ordinance 93-145 which provides for a no right turn an red from 7 a.m. to <br />6 p.m. from Lorain Road turning north onto Claque Road. The committee recommended <br />approval. <br />c. A liquor permit transfer from Midwest Restaurant Associates, Inc. to Apple <br />American Partnership of Ohio, 25863 Great Northern Shopping Center. Mr. McKay <br />moved to approve the liquor permit transfer; second by Mr. Leonard; motion passed <br />unanimously. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee, reported: 1) He will <br />ask Council to table Ordinance 92-131 which addresses the development of Crocker- <br />Stearns Road.
