Council Minutes of 12/7/93 <br />LEGISLATION (continued) <br />Reso ution No. -1 was introduced and placed on first reading by Mayor Boyle an <br />behalf of himself and the entire Council. A resolution supporting existing Ohio <br />Enterprise Zone legislation anti opposing p~ropoeed changes to dramatically reduce <br />its availability and substantially change the terms and conditions for granting <br />business tax exemptions, and. declaring an emergency. Mrs. Babas mowed for <br />suspension of the rules requiring three readings aYxi committee review; secocxi by <br />Mr. Lind; motion passed unanimously. Mrs. Babas moved for adoption; second by Mr. <br />Lind; motion passed unanimously. Resolution No. 93-152 adopted. <br />Miscellaneous Business <br />Mr. y reporte on the National League of Cities convention held in Orlando, <br />Florida: 1) Secretary of Labor Robert Reich told the delegates that job require- <br />ments in the United States are changing because ~ are moving away from a <br />manufacturing society to a service--driven provider. There are just as any jobs <br />available but the skills and technology are different. The nation's work force <br />must be re-educated. <br />2) In the area of public safety, ccxanunities are looking to develop crime preven- <br />tion programs. Also, there is concern over the rising rn~ber of young people who <br />are committing crimes. Children need more adult supervision and recreation <br />programs to keep tt~n out of trouble. <br />3) Cooperation between smaller cities to consolidate police and fire services was <br />discussed. <br />4) In order to attract new jobs, communities must improve roads, sewers, bridges, <br />landfills, waterways and airports. This should be aeccxnplished through both <br />public and private fluiding. <br />Mr. McKay noted that many of the suggestions concerning cooperation between cities <br />and schools have already been accomplished in North O]msted. In response to a <br />question by Mr. Nashar concerning the Federal Government providing funds to <br />cities, Mr. McKay said that Attorney General Reno is strongly supporting the crime <br />bill. This bill would provide communities with money to build jails ark. put <br />another 100,000 police officers on the streets. Mrs. Beringer noted that she had <br />attended an informative meeting about unfunded marxlates. The delegates were told <br />to talk to their state legislators and. urge them not to set up programs that place <br />funding burdens on cities. Mr. McKay noted that the recently passed Brady Bill <br />might be considered an unfunded mandate because it will require states to do an <br />on-the-spot background check of potential gun buyers. <br />Mrs. Babas moved to adjourn into executive session to discuss property <br />acquisition; second by Mr. Nashar; motion passed unanimously. Council adjourned <br />into executive session at 8:59 p.m. Council reconvened at 9:28 p.m. <br />Mr. Lind scheduled a Finance Committee meeting for 7 p.m. on December 15 and asked <br />that Finance Director Burns and Service Director Bohlmar~n attend. <br />Mr. McKay scheduled an Environmental Control Committee meeting for 7:15 p.m. on <br />Tuesday, December 21, and asked that Service Director Bohlmarm attend. <br /> <br />5 <br /> <br />
