Council Minutes of 11/16/93 <br />b. Ordinance 93-138 which authorizes the Director of Public Service to advertise <br />for bids for construction of catch basin, manhole, sidewalk, curbing and pavement <br />repairs throughout the city. Slab repair costs for 1994 will be approximately <br />$600,000. The committee recommended approval. <br />c. Ordinance 93-139 which authorizes the Greater Cleveland Schools' Council to <br />advertise for bids for motor vehicle fuel. It is hoped that fuel coats can be <br />reduced by bidding through s large consortium. The contract with our present <br />provider will expire on December 31. The committee recommended approval. <br />d. Ordinance 93-142 which authorizes the necessary tax levies and certifies <br />them to the County Auditor. This legislation is done each year. The caanmittee <br />recommended approval. <br />Mrs. Babas, Chairperson of the Legislative Committee, reported: 1) Council-as-a- <br />Whole met at 7 p.m. on November 8 to discuss the possible regulation of cable <br />television. Safety Director Gundy and Personnel & Administrative Director <br />Wilamosky were in attendance. It was the consensus of those present that cable <br />television in the city should be regulated. However, there will be further study <br />and research into the proper wording for the regulating legislation a~ an <br />investigation into the proper role of the Cable Advisory Committee. <br />2) The Legislative Cammittee met at 7:30 p.m. to discuss the possible use and <br />regulation of searchlights. According to the Section 1163.04 of the Zoning Code, <br />searchlights are not allowed within the city at this time. Guests in attendance <br />were John Maloney of the Board of Z~cming Appeals and Mort Myers president of <br />American Searchlight Advertising Company. After hearing recom~detions from Mr. <br />Maloney and Mr. Myers, the committee decided. to seek further input from the <br />business commuiity through the Chmmber of Commerce. Hopefully, legislation can <br />be written that will be acceptable to all parties involved. <br />Mr. Musial commented that the City of Cleveland had passed an ordinance with <br />regard to cable regulation. A copy of the legislation was given to Mrs. Babas <br />for consideration in the Legislative Committee. <br />The Clerk read a thank you note from the Catawba Island Volunteer Fire Department <br />recognizing the donation City Council made in memory of former Mayor Ralph E. <br />Christman. <br />Audience Partici tion <br />Margaret McKay, I97 Columbia Road, agreed with the concerns expressed by Mayor <br />Boyle with regard to Aids and the resurgence of tuberculosis. <br />LEGISLATION <br />Or~cnar~ce No. 93-104 introduced by Mayor Boyle was given its third reading. An <br />ordinance amending Section 1139.01 (B) of the North Olmsted Zoning Code, entitled <br />"Permitted Buildings a~xl Uses," for purposes of restricting the locations of used <br />car lots in the City of North Olmsted.
