MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 21, 1993 <br />Present: Council President Boehmer, Council Members Babas, Leonard, Lirxl, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gateau, Finance Director <br />James Burns, Clerk of Council Barbara Seman <br />Council President Boehmer called the meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the Council meeting of September 7, 1993 were approved as written. <br />Mrs. Babas took her seat at 8:02 p.m. <br />Mr. Boehmer announced that Ordinance 93-107 had been amended and would be put <br />back on second reading and that Ordinance 9~-120 had been removed from the <br />agenda. <br />Mayor Boyle reported: 1) Police Lt. Barry O'Toole has retired acid Kevin Whelan <br />will be pr~noted to Lieutenant and Wayne Bosau will be promoted to Sergeant. The <br />swearing-in ceremony will take place on Monday, September 27. We will be hiring <br />a patrolmen in the near future. <br />2) The Ohio Motorists Association has awarded North Olmsted the Pedestrian Safety <br />Citation Award for improvements in safety within our city. <br />3) Met with the Police aril Fire Departments to discuss the central dispatch <br />system. All current dispatchers will undergo background checks. They will <br />become the core group for the central dispatchers. We will do cross-training for <br />Fire and Police dispatchers. The dispatchers will also be certified in medical <br />training. The central dispatch will, for the mast part, be staffed with two <br />dispatchers 24 hours a day. The central dispatch equipment will be in and <br />operational before the transition of personnel is made. <br />4) Officer Glen Adamson has been named the DARE officer. He was reviewed by the <br />Ohio Chief's Association and the DARE program ~ was certified yesterday. He <br />has gone through a long process of evaluation, arxi everyone is certain that he is <br />the officer that can best handle the DARE program. Officer Adamson will be <br />attending a foot-week training program which will cost the city only $30 because <br />the remainder will be paid by the Ohio Chiefs' Association through a federal <br />grant. Most of the agreements with the schools have been signed. After the <br />training period, Officer Adamson and Officer King, the crime preventic~ officer, <br />will begin an abbreviated program. The full-blown program will begin with the <br />next school year. Although the DARE officer is considered a member of the Police <br />Department, his time will be devoted to DARE. Through legislation, we will have <br />to address the process of relieving him of his an-going olice duties. <br />5) Because of some misinformation about the Charter amen~nent for senior housing, <br />we have formed a committee. Approximately 20 volunteers came to the Senior <br />Center to help with the committee.
