Council Minutes of 9/21/93 <br />Bohlmanri and City Engineer Deicl~nann were in attendance. Items of discussion <br />were as follows: <br />a. There will be no bike path along the new road, but there will be a sidewalk. <br />b. There will be a 16 to 18 foot noise barrier wall. An engineering cc;~npany <br />will conduct a study as to the proper design and type of noise barrier wall. <br />c. The project has been pushed back to 1997.. <br />Audience Partici tion <br />-Duane ~,impert, 49'~B~xkshire Drive, cos~anented tl~t on August 17 he had addressed <br />Council on the possibility of rezoning the land at the cords of Dover Center and <br />Lorain Road from retail to office use. He was told that Council could take no <br />action until the Master Plan had been approved.. Iie said that ox~ paw 248 the <br />Master Plan reds that the zoning for that parcel be changed to office use. <br />He is requesting that Council draw up such legislation as soon. as possible. <br />LEGISLATION <br />O~inance No. 93-88 introduced by Mayor Boyle was given its third reading. An <br />ordinance establishing a policy of the payment of incentive bonuses to employees <br />of the city other than elected officials, Directors or Division T3eads for <br />suggesting and having implemented cost saving measures in the operation of the <br />city, as amended. Mr. Lind moved for adoption; second by Mr. Nashar; motion <br />passed unanimously. Ordinance Pio. 93-88 adopted. <br />Ordinance No. 93-101 introduced by Mayor Boyle was given its third reading. An <br />ordinance authorizing aayd directing the Mayor of the City of North Olmsted to <br />enter into an agreement with Gaede Serne Architects, Inc., to provide <br />architectural services pertaining to plans to rehabilitate Town Hall in the City <br />of North Olmsted, aril declaring an emergency. Mrs. Babas moved for adoption; <br />second by Mr. Lind; motion passed unanimously. Ordinance No. 93-101 adapted. <br />Resolution No. 93-102 introduced by Mayor Boyle was given its third reeding. A <br />resolution authorizing the Mayor to submit and seek financial assistarx~: from the <br />State Issue 2 infrastructure bond program for funding of various municipal <br />capital infrastructure improvement projects,. and declaring an emergency. Mr. <br />McKay moved for adoption; second by Mr. Lind; motion passed unanimously. <br />Resolution No. 93-102 adopted. <br />Ordinance No. 93-103 introduced by Mayor Boyle was given its third reading. An <br />ordinance amending Section 1321.05 of the North Olmsted Building Code to provide <br />for the imposition of a two percent (2X) surcharge fee to be dlarged in addition <br />to all fees presently charged by the city's Building Department pursuant to <br />R. C. 37$1.102, in order to provide additional funding for the operational arri <br />educational requirements of the Building Department, and declaring an emergency. <br />Mr. McKay moved for adoption.; second by Mr. Leonard. Roll call: McKay, no; <br />Leonard, no; Lind, no; Musial, no; Saringer, no; Babas, no; Nashar, no. Motion <br />failed unanimously. <br /> <br />4 <br />
