There is a $100 fee <br />that will come to the city for the cost of i~s~p~ounding or immobilizing the <br />vehicle; however, it is mt certain that this fee will cover all the costs. <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) The committee met on Monday, September 20. In attesx~ance were <br />Council Members Musial, Nashar, Leonard, Lind, McKay; Safety Director Gurxiy; <br />Service Director BoYilinarin. The follc~ng items were discussed: <br />a. Ordinance 93-114 which world provide for a pedestrian activated signal at <br />Clague Road and Clague Park. ATo warrant analysis has been Vie, ar~d the signal <br />would be illegal if installed at this time. The legislation will be put on hold. <br />b. Ordinance 93-115 which would prohibit a right turn cm red from Maple Ridge <br />onto Clague Road and from Clague Road onto Maple Ridge. The cameittee has <br />recarmended approval. <br />c. Ordinance 93-107 was amended with regard to parking on Burns Road to provide <br />for nD parking from Butternut Ridge Road to Midvale Avenue and no p fraen <br />Midvale Avenue to Southern Aver ocly from 8 a.m. to 4 p.m. on school s. <br />d. Emergency phones at the off and on ramps of I480. Service Director Boh].~nanri <br />is going to look into this issue and provide the ccx"Amittee with more information. <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The committee met <br />on Monday, September 13. Present were committee m~nbers Beringer, Leonard and <br />Lind; Council Member Nashar; Finance Director Barns. The following items were <br />discussed: <br />a. Ordinance 93-113 which authorizes the Mayor to enter into a contract with <br />Western Reserve Engineering and Surveying Company to provide engi~msring study <br />services for the installation of a turning lane at Butternut Ridge Road and <br />Kennedy Ridge Road. The estimated cost for the study is $12,000, but the funds <br />will not be appropriated until 1994. The committee recommended approval. <br />b. Ordinance 93-103 which provides fora 2X surcharge to be added to building <br />permit fees. The carmittee felt that because a general rate increase had been <br />authorized in 1991, it was too soon to put another increase into effect. Also, <br />because of the structure of tts~ budgeting process that is now being used, the <br />Building Commissioner would have the ability to move funds within the area of his <br />responsibility. <br />Mrs. Bahas, Chairperson of the Legislative Commmittee, reported: 1) The committee <br />met on September 16 atxi in attendance were committee rs~bers Nashar, Lind and <br />Bahas and Finance Director Burns. The following was discussed: <br />a. Ordinance 93-117 which revises the membership of the Board of Review by <br />replacing the Finance Director with the Mayor. The caimm.ttee agreed that the <br />Finance Director should not have a dual role of the prosecutor and a member of <br />the appeal board. <br />Mr. Nashar reported that a meeting to discuss the Crocker/Steams extension was <br />held with the residents living north of Lorain Road.
