Council Minutes of 9/21/93 <br />LEGISLATI(~ (continued) <br />ce No. - introduced and placed on first reading by Mr. McKay. An <br />ordinance amending the traffic control file of the City of Atorth Olmsted by <br />providing for the installation of a stop sign on Selhurst Road where the same <br />intersects with Duane Road., thereby regulating traffic entering Duane Road, and <br />declaring an emergency. <br />Resolution No. 93-121 was introduced and piaeed on first reading by Mayor Boyle. <br />A resolution authorizing the Director of Public Service to advertise for bids for <br />electrical improvements at the North Olmsted Administration Building and Police <br />Station in the City of North Olmsted, and declaring an emergency. <br />Ordinance No. 93-122 was introduced and placed on first reading by Mayor Boyle. <br />An ordinance providing for the issuance and sale of $345,000 notes, in <br />anticipation. of the issuance of beds, for the purpose of acquiring and <br />installing computer equiptent, including networking hardware six software, <br />personal camputer work stations, printers, software and cables, together with the <br />necessary appurtenances thereto. <br />Ordinance No. 93-123 was introduced and placed on first reading by Mayor Boyle. <br />An ordinance providing for the issuance and sale of $150,000 rues, in <br />anticipation of the issuance of borxis, for the purpose of improving the <br />electrical system at city facilities anti installing a backup electrical system <br />for the city's computer, telephone and emergency lighting systems, together with <br />the necessary appurtenances and work incidental thereto. <br />Ordinance No. 93-124 was introduced and placed on first reading by Mayor Boyle. <br />An ordinance providing for the issuance and sale of $50,(700 motes, in <br />anticipation of the issuance of bonds, for the purpose of improving City Nall by <br />converting an existing storage area into a conference room and offices and <br />acquiring furnishings and equipment therefor, together with the necessary <br />appurtenances thereto. <br />Miscellaneous Business <br />Mr. McKay mov t ouncil approve the Master Plan as presented by the Planning <br />Commission; second by Mr. Leonard; motion passed unanimously. The Master Plan is <br />approved. <br />Mrs. Saringer commented that the reason Council had not considered rezoning the <br />property at Dover Center Road and Lorain Road as requested by Mr. Limpert was <br />because a development was pending. She asked the Law Director ~diether approval <br />of the Master Plan would change this policy. Mr. Gareau stated the Master Plan <br />would rat change the right of a developer who had an active applicatcm/permit to <br />use property for the current zoning. A master plan is simply a guide plan on <br />future use of property. In order to rezone property, Council must find that the <br />current zoning is inappropriate. Because the newly approved Ma,~ter Plan gives <br />alternate uses for that parcel, Council would need testimony from an expert <br />indicating that the current zoning is not appropriate and what an appropriate use <br />would be. This is especially true for zoning to office space since there is <br />currently a good deal of office space vacant within the city. Mayor Boyle <br />concurred and reiterated that the current zoning ~rould have to be shown to be <br />inappropriate. Zoning cannot be changed at whim.
