Council Minutes of 9/7/93
Mr. BoeYuner announced that Resolutions 93-105, 93-111, 93-112 and Ordinances
93-109 and 93-110 would be passed vier suspension of the rules.
Mayor Boyle reported:. 1) Fits met and is very impressed with the new school
superintendent, Mr. Rick Fenton. Mr. Fenton feels that a school system cart
exist under the old mrm~s brat needs to service the comsrnmi.ty. This is the wave
of the future in schools.
2) Has recently interviewed. a number of developers with regard to senior housing.
Also, has met with the city Senior housing Committee to hear their camm~ents and
feedbaeck they have gathered frc~n potential senior housing users. It was recently
erroneously reported in a newspaper that an architect haci been selected. This is
not true. Indeed, the legislation to authorize a feasibility study and selection
of an architect are on Council's agenda. The firm that will do the demographics
will actually drive the architects axed drive the site selection. (ice this study
is complete, we will know how msiny units should be built and the types of care
needed--independent Ding, assisted care, fial.l care. Until this report is
made, a site carmot be chosen. Tle Charter went that ins an the ballot for
November is not for one particular site, it is for the entire city. It will take
away same of the problems/restrictia~ns from building senior housing for this
project and any future projects. The project is progressing nicely; arid,
hopefully within six weeks of the demographic report, Council will receive a
fu11~-blown report.
3) I~t with Caamissioner Tim Hagan to discuss the county issues in the election.
Most of the county issues thin year do not involve ~-~st are r s.
4) Has sworn jn a firefighter, which brings us to full strength. both the Police
and Fire Department are at full staff. For the first time, we have ~inira
staffing levels which helps us ccmtrol vacations, sick time and call-ins. We
always knave haw many people we have out there.
5) A few weeks ago, Congresswan poke contacted him about a meeting regarding the
Crocker/Steams project. The meeting was held at City Hall last week. One
outcome of the meeting was the fact that the problem north of Lorain Read. is
totally different than the problem south of Lorain Road. Unfortunately, the
people south of Lorain have not hail. their problems addressed at past meetings.
These residents have been invited back for another meeting where their concerns
and suggestions will be discussed.
6) Homecoming was a success, asxi the City Hall tent attracted quite a number of
visitors. We had a very good response to the presentation of the accomplishments
of 'the city especially tine street repair and sewer repair maps.
7) The 5-point intersection of Lorain Road, South Porter Road and Butternut Ridge
Road is now under construction. The grade of the street was not proper. The
street has .been brought down and crowned so that the water will roll off of it.
This is an important city inte~tsection and we carmot let it deteriorate. We will
close this area to traffic from 8 a.m. to 5:30 p.m. on Tuesday, September 14
through Friday, September 17.
8) President Clintcm and Vice President Gore have recently been talking about and
attempting to implement ideas from the book, Reinventin Government. The city
Administration and schcaol system have been~~e~senting i eas roan this book
since last December. Indeed, it w~a the basis for the new budgeting system that
we are n~a using. Thelegislation setting up a reimbursement program for
employees who suggest cost-saving ideas and the Town Hall meetings are both ideas
originating from this book. The Town Hall meetings are one way of involving the
3
