Council Minutes of 9/7/93 <br />The plan document consists. of an introduction, an overview anci rlirie chapters. To <br />facilitate the four-year updates, the document is presented in a three-ring <br />notebook ~ has been duplicated on computer disks. The Plarming Cc~isson <br />feels the document is well organized and easy to follow and gives a good deal of <br />information about the city. <br />Mr. Dorris took the opporta€iity to recognize members of the Plarming Commission: <br />Mrs. O'Rourke, Mr. Skouli.s, Mr. Thcanas, Mr. Tallon, Mr. Orlowski. Also former <br />members Mr. Bowen and Mr. l~rgan were recognized. Mr. Dorris then introduced <br />Mr. Kastelic and Mr. Schultz from the Cuyahoga Planning Commission. <br />Mr. Schultz addressed Council at~€i commented that the County Plarming Commission <br />was happy to have been selected to assist the city in the development of the <br />Master Plan. Both Planning Commissions met on a mcmthly basis for two to three <br />hours .from January, 1992 through September, 1992. In the fall, the county <br />Plarming Commission presented the city Plaravng Commission with a draft report of <br />the entire Master Plan. The city Pla~irig Commission then presented comments on <br />the draft plan. During-the planning process, valuable assistance was received <br />fr~xn the Mayor's office, Service Director Bohlmarm, City Eazgir~er neir~, <br />Building ComYnissior~r Conwa~.y and Assistant Law Director Dubellco. Information was <br />also. gathered from the city R~creatian Departme~tt and the school. district. Two <br />homeowners' associations, Pheasant Walk/Quail Run and Forest Ridge, submitted <br />cents also. The county staff consisted of 13 members involved in various <br />aspects of the plan from mapping and field work to popelat3an ~ojecti.ons, <br />demographics, market studies of tYye comtmn~i.ty and developm~t of the final plan. <br />Because the plan consists of 300 pages, a summary was prepared. in 3a~Y, 1993. <br />After comments were received from the Plarming Coami.sson and various Admtti.stra- <br />tive officials, the plan was finalized. Mr. Schultz introduced Mr. Kastelic. <br />Mr. Kastelic addressed Council 'and stressed that the process had been a team <br />effort. He commented that a Master Plan for arty comrn~nity is only as good as the <br />people that work. arxi contribute to it. The city is fortunate to have a hard <br />working Planning Commission who put a lot of time and effort into. the plan. He <br />coimiended them for their efforts. Mr. Kastelic said .that this is a continuing <br />process that requires constant re-evaluation. The county Plarming Commission <br />appreciated the opportunity to assist the city in this endeavor and. is available <br />to help with implementation of the plan. <br />In summary, Mr. Dorris said that the Plarming Cammi.ssion believes the plan is a <br />very comprehensive. statement of-where we want to go as a city. They believe <br />there may be same hard decisions to be made along the way to get to where the <br />plan should be. The plan will not solve all problems but will ultimately cause <br />our coamrnali.ty to evolve into something of which we can be proud. The I~ster Plan <br />will serve as a testament to good planning, and this was what the Planning <br />Commission set out to do. In the future, the Planning Commission will ask <br />Council to pass legislation in order to implement some of the strategies. At <br />present, they would like Council's overall endorsement and acceptance of the <br />plan. <br />Mr. Boehm~r thanked Mr. Dorris and the Planning Commission for doing a fine job. <br />~!"` Council will meet as a Committee-as-a Whole on Mcmday, September 20, at 7 p.m. to <br />r'`' discuss the Master Plan.
