Council Minutes of 9/7/93 <br />to the plant. the Mayor replied that it was all part of the oalculatic~--what we <br />can take through the trar~misscm liras and what we can take overall. In 19~, <br />he had. stopped all sewer permits to the Township because the city haci been <br />allowing sewer permits based on the capacity of the transmission lines instead of <br />the capacity within the ccmtract. The entry points capacity is in excess of the <br />contract capacity. .The Mayor explained that we cannot assess the To7wnship <br />because it is a separate government. We do charge for use and tap-ins. <br />Finance Director Burns reported: 1) Last week we received notification of the <br />allocation from the crnmty for our share of the local govarmient revenue <br />assistance funds from the State. This allocation is based en four percentages <br />that are averaged. In 1993, the total allocation was $833,b34; the 1994 <br />allocaticxl will be $$9b,342. When doing the budget in July, we had budgeted <br />$840,000; so we are looking at a significant increase for next year.. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Develop®ent Committee, <br />reported: 1) The ca~mittee met on August 25. In attendance were Coul Members <br />Lind, Nashar, Saringer, McKay, Lid. ar~d Musi:al; Building Comm~.a~afoner Conway; <br />Assistant Engineer McDermott. The following items were discussed: <br />a. The CEI assembly ar~ci lot split plat. Mr. Occhionero was in attendance to <br />represent CEI. The plan is to combine and resubdivide Pent Parc~als 237-5-1, <br />237-5-3, 237-5-23 and 237-7-18 into two parcels. There will b~ a restrictive <br />covenants agreement. This was approved by the Planning Coss~.ssion on July 27. <br />Since the committee did not~ha~-e a copy of the restrictive covenants, it was <br />agreed to approve unc~r the condition that it be received. for the Council <br />meeting. All Courx`il 8 have received a copy of the restrictive ec~nt. <br />Mrs. Beringer moved to approve the CEI assembly and lot split plat; second by Mr. <br />Nashar; motion passed unanimoa~sly. <br />b. Great Northern Dodge, 26100 Lorain Road, proposal to alter the facade of the <br />existing building, to install a canopy on the side entrance and to constrtx:t <br />display pads in the front setback. A special permit for nc>n-~conformng use has <br />been granted. The committee had no objections. The plan was approved by ARB on <br />July 21 and Plarming Commission an July 27. Mrs. Beringer moved to approve the <br />special permit for Great Northern Dodge; second by Mr. Lind.; motion passed <br />unanimc3usly. <br />c. Styling Concepts, 29919 Lorain Road, proposal to build an addition to an <br />existing building and ccrosstr~t a free-standing storage building behind the <br />building. This plan was ~aproved by ARB on July 21 and Pl.s~tming Commission on <br />July 27. The special permit for a ncm-conforming building was granted on July 7. <br />The committee had rio objections. Mrs. Beringer moved to approve the special <br />permit for Styling Concepts; second by Mr. Nashar; motion p~rssed un$riimously. <br />This approval is contingent on the approval of the Engineering Department. <br />cl. Otdinance 93-58, which amends the Zoning Code with regard to recreational <br />vehicles. A number of residents who were in attendance gave their suggestions. <br />In addition, the committee reviewed provisions fran other cities. The committee <br />will continue to work on this issue. <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Cac~tittee, <br />reported: 1) The committee met an August 25.
