MINUTES OF THE MEETII~ OF THE COUNCIL <br />OF THE CITY OF I~RTH OLMSTID <br />AUGUST 17, 1993 <br />Present: Council President Boehmer, Council Members Bahas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman <br />Council President Boet>ir~er called the meeting to order at 8:01 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of July 6, 1993 were approved as written. <br />President BoeYgner announced that Ordinances 93-108, 93-109 and. 93-110 would be <br />added to the agenda, and Ordinance 93-108 would be passed under suspension of the <br />rules. <br />Mayor Boyle reported: 1) On August 11, the contract was signed to begin the <br />street rehabilitation project in the Deerfield subdivision. The low bid of <br />$1,192,456.25 was made by Fabrizi Trucking. This project will be cca~npleted in <br />several phases. The Bretton Ridge subdivision project is still in the <br />engineering stages. <br />2) City departments and divisions are preparing recommendations for the 1994 and <br />1995 appropriations legislation. As promised when the new type of taudget was <br />presented and approved earlier this year, this legislation will be presented an a <br />timely basis. This new budget method allows departments to have money saved re- <br />appropriated to the departments, thus encouraging employees to tae mare aware of <br />cost savings or revenue-producing items. Hopefully, this legislation will be <br />presented in early fall. <br />3) A comprehensive rate study on water and sewer rates throughout the State has <br />been received. North Olmsted ranks in the lower half of the 440 districts <br />surveyed. The North 0]msted rate for 1,000 cubic feet is $13.03. The highest <br />rate is in the Ashtatrula area at $155.50. In the Cuyahoga County district, the <br />low rate is $15.35 and the high rate is $22.75. Other rates in our area are as <br />follows: Rocky River $13.59; North Royalton $24.21; Shaker Heights $15.05; <br />Strongsville $35.39. Built into the North Olmsted rates are provisions for <br />various capital improvements. <br />4) The third Town Hall meeting will be held on Wednesday, September 8, at the <br />Chestnut/Horizons building in Ward III. <br />5) Met with Mr. Gareau and Mr. Tam Konzer to discuss real estate tax rates ~ <br />property amt personal property. The Board of Control will revises all contested <br />claims, whether contested by the city or the school board, before th~:y are sent <br />to Columbus. According to Mr. Konzer, there are often flaws in the documenta- <br />tion or the claim can be negotiated. We are trying to establish a method of <br />discussion/negotiation to make the process easier for all parties and to assure <br />that the city is receiving the proper rates. <br />... <br />
