Council Minutes of 8/17/93 <br />6) The Fire Department made 240 runs during July, which is an all-time high. <br />Even though July was a busy month aryl many people were on vacation, the Fire <br />Department only incurred 18 hours of overtime. The Fire Department has done a <br />very good job of keeping a cap ors overtime. <br />7) The Board of Control has approved the sale of various equip~yent which had been <br />purchased during the 198fl's aaod had never been titled. While doing the paper- <br />work, another vehicle (trailer) which had never been titled was discovered. The <br />total cost of all eight untitl~±ci vehicles was $lbi,147. <br />8) Two students working with cur summer youth e~ployment training program, Tim <br />Kuhn 'and Mark Madden, have received awards for their work from the Cuyahoga <br />County Commissioners. <br />9) Homecc~t.ng will be celebrated August 26 through August 29, and the theme this <br />year is "North Olmsted is Where the heart Is." <br />10) City Hall and L e~loyees have raised $500 to help the United Cerebral <br />Palsy Association and the mid west flood victims. Empployees participated in two <br />"casual days" by paying $5 for the privilege of dressing casually. <br />11) Some time ago, we held an et~loyee recognition ceremony honoring city <br />employees with 20 or more years service. The Mayor presented a clock to the <br />following four people who could not atterxi the ceremony: Coil President <br />Boehmer, Council Member Beringer, Safety Director Gundy and Wastewater Treatment <br />Plant Supt. Crider. They were recognized by Council, the A~dnistration and the <br />audience. <br />Law Director Gareau reported: 1) At the last Council meeting, he had indicated <br />that we were going to have a hearing on a preliminary injunction regarding the <br />AFSCME grievance with respect to Mr. Hootman. Since that tame, we have had two <br />sessions attempting to resolve our differences with the union. The court has <br />continued the temporary restraining order until October to allow time to resolve <br />some of the differences.. One of the problems with respect to that particular <br />grievance is when an employee is hired in the city, the first 90 days are <br />probationary. If there is no Civil Service list and we must go out of the city <br />to fill the position, a provisional employee is appointed. If a Civil Service <br />test is given within the first six months of employment, the perm must take the <br />test and score within the top three. However, the employee bectxaes a union <br />member after the 90-day probationary period--aryl that presents the problem. A <br />meeting with. the Civil Service Commission will tae held on Thursday in an effort <br />to see if we can't coordinate the rules of the Commission regarding those kinds <br />of appointments. At the same time, we are attesting to work with the union to <br />extend their probationary period to six months from 90 days. <br />2) On Thursday, an arbitration hearing will be held with regard to the issue of <br />premium pay in the Service Department. The issue concerns premium pay for Class <br />A laborers who are assigned to supervisory duties for more than four hours. <br />Premium pay has been and paid to workers who have not supervised but <br />have run equipment that falls within that classification. This practice was <br />eliminated after negotiation of the last contract, and this has caused a <br />grievance to be filed. <br />3) Has submitted a list of preferred arbitrators for the grievance filed by Pat <br />Scott with respect to her right to bump into the Bookkeeper A position in the <br />Finance Department. <br />4) Tomorrow morning will attend a pre-trail hearing on the Halleen Chevrolet <br />appeal with respect to the use of the former Partner's Lounge property as a used <br />car dealership. <br />5) Will need an executive session to bring Council up-to-date with respect to <br />matters dealing with the U.
