MINUTES OF TfB MEETING OF TEB; COUNCIL <br />OF THE CITY OF NORTH OLMSTF~D <br />JULY 6, 1993 <br />Present: Council President Boelnner, Council Members Babas, Leonard, Lind, <br />McKay, Musial, Nashar, Beringer <br />Also Present: Mayor Eci Boyle, .Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Semen <br />Council President Boehrner called the meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the Council meeting of June 15, 1993 were approved as written. <br />The minutes of the special Council meeting of Jury 17, 1993 were approved as <br />written. <br />The minutes of the special Council meeting of June 29, 1993 were approved as <br />written. <br />Mr. BoeYuner announced that Ordinance No. 93-100 would be passed under suspension <br />of the rules. <br />Mayor Boyle reported: 1) Recently attended the U. S. Conference of Mayors in New <br />York where one of the major topics was unfunded marxiates by the Federal and state <br />governments. Since 1980, the Federal government has been attempting to balance <br />its budget by shifting the burden of expenditures off onto state goverrnnents. <br />Eventually, the states began shifting the burden to municipal and county <br />governments. A report is being prepared that will detail what impact these <br />unfunded maruiates have had on municipal and county governments. <br />2) Meetings have been held with several companies that are interested in <br />compiling the demographics for the proposed senior housing. Once the <br />demographics are complete, the facility can be sized and the proper amount of <br />land can be purchased. Hopefully, the architect will have a rendering completed <br />by October. We hope to service all the needs of seniors by a total complex <br />including independent care, assisted care, total care, a senior center and a <br />large kitchen facility that will accommodate a "meal on wheels" program. The <br />occupancy list will be ckveloped from senior residents of North O]~sted, parents <br />of North Olmsted residents and then the public. Cuyahoga County has shown <br />interest in assisting the city in the borrowing for the facility. Also, the <br />Catholic Diocese and the American Federation of Labor have express~ci interest in <br />the project. We are keeping the county advised, through Nancy Cronin who is in <br />charge of our Ccxnmmity Development Block Grant, as to the diffetrent firms that <br />will be involved in the project. Once the contract is sig~cl as~d the land <br />requirements are established, the county will meet with the Administration and <br />City Council to further discuss the plans. <br />3) The "Fifth" of July celebration was a great success. Approximately 200 <br />children participated in the bicycle parade, and a good time was had by all. <br />
