Special Council Minutes 6/29/93 <br />LEGISLATIQPT (continued) <br />constructing reconstructing sidewalks, driveway aprons, storm sewers and <br />catch basins, and by installing underground and above-ground wires and cables for <br />street lighting, all where necesa~try, together with the necessary appa~rtenances <br />and work incidental thereto. <br />Ordinance No. 93-93 introduced by Mayor Boyle was given its second reading. An <br />ordinance providing for the sub~as~ion to the electors of the City of North <br />Olmsted of an amer~ent to Article VII Section 2 (e) of the Charter, providing <br />for an exception for mandatory referral to electors when zoning to senior <br />residence use, and declaring an emergency. <br />Ordinance No. 93-95 was introduced aril placed ~ first reading by Mr. Nashar on <br />behalf of the Mayor. An ordinance authorizing and directing the Mayor of the <br />City of North Olmsted to enter into ~ agreement with tl~ North Olmsted Soccer <br />Organization (NOSO) to provide for the construction and lease of an addition to <br />the building at Barton/Brad].~y Soccer Fields which presently houses restroom <br />facilities, and declaring an emergency. Mr. Nashar moved for suspension of the <br />rules requiring three readings and ecann+ittee review; second by Mrs. Bags; motion <br />passed unanimously. Mr. McKay asked if the reason for suspe~ion was the need <br />for construction to begin, and Mrs. Babas said it was so. Mr. Nashar moved far <br />adoption; second by Mrs. Babas; motion passed unanimously. Ordinance No. 93-95 <br />adopted. <br />Ordinance No. 93-96 was introduced and placed on first reading by Mr. McKay on <br />behalf of Mayor Boyle. and the entire Council. An ordinance establishing health <br />care bermfits for non-bargai.ra<ing e~ployees of the City of North Olmsted acad. <br />declaring an emergency. Mr. May moved for suspension of the rules requiring <br />three readings and. caamittee review; second by Mr. Lind. Roll call: McKay, yes; <br />Lind, yes; Leonard, yes; Babas, yes; Musial, no; Nashar, yes. Motion passed with <br />five affirmative votes and cage negative vote. Mr. McKay moved for adoption; <br />secorxi by Mr. Lind. Roll call: Iay, yes; Lind, yes; Nashar, yes; M~asial, no; <br />Leonard, no; Babas, yes. Motion passed with four affirmative votes two <br />negative votes. Ordinance No. 93-9b adopted without the emergency claaase in <br />effect. Mr. Musial said he voted "no" because he-has always maintaiara~ed that <br />part-time employees should not be awarded the same health care benefits as <br />full-time employees. Mr. Musial feels that Council Members are part-time <br />employees. Personnel & Administrative Director Wilamosky said that the ordinance <br />was not directed to part-time employees because under State statue elected <br />officials are not considered part-time. Elected officials derive the same <br />benefits as anyone who works 40 to 80 hours a week with respect to pension <br />benefits. Through PERS, Council Members are considered full-time. In addition, <br />the City Charter does mt irxiicate that Council M~nbers are full or part-time. <br />Mr. Wilamosky commented that the purpose of the ordinance was to provide that <br />non-bargaining employees contribute to the health care plan through payroll <br />deductions, which would be a consistent employee policy since uni.an employees <br />contribute through payroll deductions. <br />Ordinance No. 93-98 was introduced and placed on first reading by Mr. McKay an <br />behalf of himself and Mayor Boyle. An ordinance approving the acquisition of <br />real property through a donation by Biskind Development Corp. to be used for <br />recreational purposes. <br />2 <br />~;~~~ <br />__ <br />r <br />
