Council Minutes of 5/5/93 <br />5) The senior housing project is proceeding well. We are currently involved in <br />acquiring the land aril hiring an architect. Last year the city received $150,000 <br />from a Camnmity Development Block Grant for land acquisition and construction. <br />We have also applied for a similar amount this year aril are hopeful of receiving <br />the grant. <br />6) She new fire station project is also proceeding well. The Fire Department has <br />fond several committees to coordinate ideas and needs which will then be shared <br />with the architect. <br />7) The firefighters also formal a committee to study and discuss the central <br />dispatch proposal. The camm~.ttee report stated that central dispatch can <br />decrease response time, save money, decrease duplication of services and be ~ <br />overall benefit to the citizens of North OLnsted. They have also made same <br />recancistions as to location of central dispatch, and these will be discussed <br />and presented to Council. Moving the Data Processing Department into the new <br />fire station is an off-shoot of the central dispatch, ideas. This would help <br />alleviate the overcrowding at City Hall and return the conference roan back to <br />Council. <br />8) Cablevision, in response to residents' cc~plaints, will soon move WVIZ to <br />Channel 4 so that it is available on all TV sets. Cablevision has agreed to give <br />all residents who are not able to access WVIZ a free converter box until July 1 <br />when this change can be made. The negotiations with Cablevisiom are continuing, <br />and they have presented an informal preliminary +draft proposal. <br />9) The Mayor has been receiving post cards printed with a form letter asking what <br />should be done with household hardous wastes such as old ps-nt, pesticides and <br />used motor oil. The letter also asks the sexuier's concerns be made kno~m to the <br />County Solid Waste ManagE~nent District. Since the postcards are addressed to <br />Mayor Edward 0. Boyle and Cc~.mty Commissioner Mary 0. Boyle is in charge of that <br />committee, the cards have pacnbably been misdirected. However, the Mayor is a <br />member of the County Plarnr~ Ccm~ssion which is studying this problem. The <br />County Plarn~ing Cammissia~n may eat up an 800 ra,s~ber to Envrorm~ntal Health Watch <br />so that Gounty residents can call aril learn about the places where household <br />hazardous waste can be dspb~.. Also, the County Planning Commission has <br />produced a brochure listing different locations for disposal of hazardous waste <br />and different methods of disposal. <br />10) Dr. and Mrs.. Vladimir Pechatnor, Consular of the Embassy of the Russian <br />Federation in Cleveland, will be at Grand Pacific Junction in Olmsted Falls on <br />Sunday, May 23. The Mayor will attend the reception. <br />11) During the summer, -the Mad Center will be doing blood. pressure testing at the <br />Senior Center. <br />Law Director Gateau reported: 1) The motion for summary J'~t in the Dorsey <br />case has been granted declaring the City of North Olmsted had governmental <br />~~m~ty with respect to maintaining a delineator stake as part of a traffic <br />control device. <br />2) With regard to senior housing, he has spent five to six hours during the past <br />week pursuing the legal aspects, preparing the ordinance aril, along with the <br />Mayor, interviewing architects. It is possible that a Charter aunt may be <br />considered so that the subject of senior housing will not have to be put on the <br />ballot. Currently our charter provides that rezoning land for multi-family use <br />must be put on the ballot. Many people do not understand that. multi-family is <br />not a permitted use in general retail business districts. <br />2 <br />~. <br />
