,. <br />Council Minutes of 4/6/93 <br />tests of waste levels. In the past, when we were not a party to these tests, the <br />city incurred a cost of approximately $200,000 in legal fees, letters and time. <br />North Olmsted would like to be a part of the solution rather than being on the <br />defensive. Mr. Sweeney has agreed with this provision, and we are awaiting word <br />frown Mr. Suhadolnik. <br />5) We have received over 60 resumes for the new position of C~ni.ssior~r of <br />Electronic Data Processing. Our consultant has reviewed the resumes and narrowed <br />the field down to 25 applicants who are technically qualified. These resumes are <br />currently being reviewed in the Personnel Department, and interviews will soon <br />begin. <br />6) The Board of Control met on March 25 and awarded bids for videotaping of <br />sewers. The work will be done by United Survey, a company that has acquired a <br />good deal of expertise in this city, which was reflected in the bid price. A few <br />years ago, a neighboring city paid $1 per foot; the United Survey price was 38~ <br />per foot. This price will allow the city to do more videotaping this year, <br />resulting in more residential sewer abatement work. <br />7) On Palm Sunday, the annual Easter Open House was held at the Recreation <br />Center. Every part of the Genter was active and crowded-more than two thousand <br />people atterxied. A special attraction presented by the Metro Parks was an <br />exhibit of animals indigenous to a rainforest. <br />8) Chamber Development Co., a major waste hauler/landfill operator, made a <br />presentation this week. Their landfill meets or exceeds all the requirements for <br />landfills that will go into effect in 1995. Their operation could help the <br />County establish a better waste management operation and recycling operation. In <br />the past, County CoaBnissioner Hagan and Mayor Boyle have discussed whither or not <br />Cuyahoga County should enter into this business to help keep costs down. This <br />issue will be explored further by the County Planning Commission at its next <br />meeting. Of the approximate 94 landfills in the State of Ohio, about 75 could <br />close by 1995. That will effect the supply/demand curve arxi put the County at <br />the mercy of a few firms. By planning now for this event, we will protect our <br />tax monies in the future. <br />9) The Mayor wanted to go on record as supporting the WEB jail at the proposed <br />Rocky River site. Several years ago, he had objected to the jail being built in <br />North Olmsted because the proposed site was too close to recreational facilities. <br />The current jail in Rocky River overlooks the city pool, ice rink, senior <br />facilities, recreational facilities, and is fairly close to Magnificat High <br />School. The proposed jail site is in a commercial area, not a residential area. <br />Also, it is further away from schools and recreation areas. He would like to <br />stress that this is a minimum security facility for DUI offenders. <br />10) There has been some discussion about incorporating the Rt3cky River Municipal <br />Court within the jail facility. The City of Roaclcy River must incur the expense <br />for the court improvements; North Olmsted incurs only operational expenses. This <br />is a separate issue entirely. <br />Mr. Boehmer agreed that the proposed site is the best location for the WEB jail. <br />Law Director Gareau reported: 1) The city has recently been involved in a law- <br />suit dealing with allegations of violation of civil rights with respect to an <br />individual who was arrested in North Olmsted for a traffic offense and who did <br />~!'+ not have a driver's license.
