Council Minutes of 3/16/93 <br />3) The WEBB comErnmities are considering the vacant Sheraton Hotel on Center Ridge <br />Road in Rocky River as the site of a new regional misdemeanant jail. Mayor <br />Martin of Rocky River will introduce legislation authorizing eninent domain <br />procedures to secure the property. This facility will not be a felon jail, but <br />will house people who have gotten into trouble because of alcohol and drugs. <br />These are not hardened. criminals--ma~try of them are our n~ighfi~ars and friends . A <br />portion of the facility will be dedicated. to rehabilitation and will likely be <br />operated. by an outside group. A similar facility in Akron is rtm by Orions, and <br />the recidivism rate at this facility is very law. The method of sharing costs <br />among the cos~mities is currently under discussion. Although W~BB is funded by <br />pro-rated shares based on population and assessed valuation, it appears that the <br />jail facility would best be fur~lsd ors an "average daily use" basis. <br />4) The Senior Housing Committee is currently gathering information on the needs <br />of senior housing, potential sites and potential problems. Several properties <br />have been appraised; hopefully, the site will be selected within the next few <br />months. <br />5) Capt. Lee Scott of the Police Departmerrt has retired, aril his retirement has <br />caused a chain reaction of open positions throughout the Department. Lt. George <br />Rupee has now been sworn in as a Captain, and Sgt. Jamie Gallagher is the newest <br />Lieutenant. The Sergeants test has been ac~ninistered, aril a new Sergeant will <br />soon be appointed. A new patrolman, hired in Jarn~ary, will ca~lete his <br />schooling and soon be on the street. The Police Department is at full strength. <br />6) Tomorrow is March 17--Happy st. Patrick's Day! <br />7) Last Wednesday, despite the inclnt weather, approximately 57 seniors <br />attended tfie Senior University spaneflred by the schools ar;rd the city. This was a <br />day of programs geared to seniors. Topics covered were health, cooking, travel <br />and law. <br />8) The annual North Olmsted Easter Open House will be held at the Recreation <br />Center from 1 to 4 p.m. on Sunday, April 4. Ma11ey's has generously donated the <br />grand prize, $50 of choct~lates; and we have also received. donations from Faroh's <br />and Fannie Farmer's Candies. The Cleveland Metro Parks Zoo, as part of their <br />"Ed-zoo~cati:on" program will bring several animals for display and discussiom of <br />habitats. Last year's Open Hce was well attended--appro~nately 1,500 people <br />enjoyed the fun. Arryone who would like to volunteer their services should <br />contact Recreation Coutnissic~er Fattlar. Mr. Fattest has done a great job of <br />organizing this program. <br />9) The first Town Hall meeting will be held at 7:30 p.m. on Thursday, March 25, <br />at Pine School. This first of four planned. meetings will help to improve <br />communications between residents and City Ball. We are here to serve the people, <br />and this is a way of getting the message to our comnnmity. <br />Law Director Gateau reported: 1) With respect to the appeal that is currently <br />pending regarding Halleen, Mr. Halleen's attorney had filed a notice to take <br />depositions of all the .rs of the Board of Zoning Appeals. Mr. Gateau filed <br />a motion to dismiss each individual as a party to the litigation. Also, a <br />motion was filed for protective order prohibiting Halleen's attorney from taking <br />their depositions. <br />2) The motion for stmmary judgement in the false arrest case filed by a man <br />arrested for domestic violence has been granted. <br />
