MINUTES OF THE FETING OF THE COUNCIL <br />OF THE CITY OF NORTH OIA~STED <br />FEBRUARY 2, 1993 <br />Present: Council President Boehmer, Council Members Bahas, Leonard, Lind <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman <br />Council President Boehmer called the Council meeting to order at 8:04 p.m. in <br />Council Chambers, 5200 Dover Center Road, North OLnsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of January 19, 1993 were approved as written. <br />Mayor Boyle presented a proclamation to Chaplain Hayden Lester in recognition of <br />Four Chaplain Sunday. February 7, 1993 will mark the 50th anniversary of the <br />four chaplains who sacrificed their own lives to save the lives of four soldiers <br />on the sinking ship Dorchester. The Mayor called upon all residents to recognize <br />this day in memory of those men who sacrificed their lives for the cause of <br />freedom. <br />Mayor Boyle reported: 1) With regard to the city hospitalization program, from <br />July of 1992 to December of 1992, the single rate was $116.66 and the family rate <br />was $349.98. This was $63.19 below family rate for the same period in 1991. In <br />line with 1990, it is close to a 30X decrease because industry standards indicate <br />an approximate 15% increase each year. The hospitalization plan is showing a <br />positive effect on costs. to the city. <br />2) The monthly employee newsletter will soon contain a "health corner" which will <br />inform employees of ways to keep their hospitalization costs down while getting <br />the most efficient service possible. <br />3) The first nursing center in the State <br />Olmsted Manor Nursing Center in North <br />facility for quality of care and quality <br />Lontor is the Director of Olmsted Manor, <br />on this prestigious honor. <br />of Ohio to receive the Premier Award is <br />Olmsted. This award recognizes the <br />of life for its residents. Mrs. Deborah <br />and she and her staff are congratulated <br />4) According to the County Planning Commission's study on substandard structures, <br />North Olmsted's improvement target areas have decreased in size and the number of <br />substandard structures have decreased within those target areas. The efforts we <br />have put forth since 1990 have paid off since North 07msted is the only urban <br />county co~munity to reduce target areas and substandard structures. In North <br />Olmsted, 97~ of all one to three-family structures are not substandard as <br />compared to 96.1X for the remairuer of the county. Also, 95.9 of all camtiercial <br />storefront office buildings in North Olmsted are not substandard as compared to <br />87.3x in the county. <br />5) Within the next few days, the city should receive notification of the Regional <br />Transit Authority cuts in service and/or elimination of lines. <br />
