Council Minutes of 2/2/93 <br />6) State Senator Suhadolnik is trying to el~m;*~te the sales tax that funds mass <br />transit in the county. This knee-jerk reaction to the problems of RTA will mean <br />the end of public transit. The North Olmsted Municipal Bug Line carries five to <br />six thousand people per working day; during. the first 28 days of January, L <br />carried approximately 82,000 people. If the sales tax is eliminated, all these <br />people will be straxxied a~c~d our L employees will be out of work. The City of <br />North Olmsted has- chosen to work with the administration of GCRTA to compromise <br />on the service cuts in an effort to serve the public. <br />Law Director Gareau reported: 1) Our hospitalization program with Emerald Health <br />includes a subrogation clause which requires an employee who is injured by a <br />third party to repay the city for damages collected. We are currently involved <br />in a case with an employee who refuses to repay the city. Since the city is <br />contractually entitled to reimbursement, a suit has been filed in Rocky River <br />Municipal Court to recover approximately four thousand dollars. <br />2) With regard to the Kerner case, the Law Department has ccx~iled a file which <br />will prove that the city has need of a new fire station and for the past two <br />years has actively pursues the construction of the fire station. Once the issue <br />of need is satisfied, the only issue left is price. <br />3) Along with Mr. Bohlmarm and Mr. Wilamosky, attended an American Arbitration <br />Association labor conference in San Diego. It was a "hands on" conference with <br />the participants actually role playing the negotiation of a contract. The <br />conference was definitely educational and worthwhile. <br />Finance Director Burns reported: 1) Each year the city receives as assessment <br />from the Rocky River Municipal Court which is the pro-rated share of the deficit <br />for the yearly court operations. In 1992, the court had revenues of $766,247 <br />compared to $672,857 in 1991. The expenses for 1992 were $799,927 compared to <br />$740,145 in 1991. This year's deficit was $33,480 compared to $67,288 in 1991, <br />and North Olmsted's share this year is $11,597 compared to $22,205 for 1991. <br />Although this allocation is based upon criminal cases only, legislation is <br />currently pending in Columbus which would acid civil cases to tl~ allocation. Of <br />the 18,969 cases handled in 1992, North Olmsted accounted for 6,570 cases, or 35% <br />compared to 33% in 1991. <br />2) The city is actively pursuing a program to follow up on postal employees who <br />have not paid city income takes. The Regional Incoane Tax Agency has indicated <br />that the North Olmsted Post Office has approximately a 20X non-ccxnpliance rate as <br />opposed to the 60~+ non-compliance rate in other Cuyahoga County cmnmuiities. <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) The Safety Committee held a joint meeting with the Finance <br />Committee on January 25, azzd the report will be given by Mr. Lind. <br />2) Moved to approve the transfer of a liquor license from Rugger's Inc., DBA <br />Rugger's Restaurant and Deli, 5116 Great Northern Plaza South to Rugger's Inc. & <br />Showbiz Pizza Time .Inc., a joint venture, 26104 Great Northern Shopping Center; <br />second by Mr. Leonard; motion passed tmanimously. <br /> <br />2 <br /> <br />
