~, <br />Council Minutes of 2/2/93 <br />meeting was to discuss the six-year Parks and Recreation Capital Improvement Plan <br />which has been proposed by the Recreation Commission. This six-year program <br />involves the expenditure of approximately $217,000 per year, except for 1993 <br />when expenditures for paving and lighting of the Recreation Center parking area <br />are expected to cost approximately $125,000. After a lengthy discussion, the <br />committee approved the groposal with the intent of forwarding it to the Finance <br />Committee for consideration. <br />Mr. Musial noted that Council Members and Mayor Boyle had been supplied with <br />copies of the proposal. Mr. Musial scheduled a joint meeting of the Finance and <br />Recreation Committees for 8 p.m. on Tuesday, February 9, and asked that Mr. <br />Bohlmann, Mr. Gundy and Mr. Fattlar attend. <br />No Audience Participation <br />LEGISLATION <br />Resolution No. 93-1 introduced by Mr. Nashar was given its third reading. A <br />resolution establishing a Blue Ribbon Committee to assist this Council in <br />developing a politically neutral method of establishing salaries for elected <br />public officials on an annual basis, with the results of said reccx~mendations to <br />be the framework of a Charter amendment to be submitted to the electors in <br />November of 1993 and declaring an emergency. Mr. Nashar moved for adoption; <br />second by Mrs. Saringer; motion passed tmanimously. Resolution No. 93-1 adopted. <br />Resolution No. 93-6 introduced by Mrs. Saringer was given its second reading. A <br />resolution accepting for recording purposes only the Cinnamon Woods Development <br />Plat in the City of North Olmsted. <br />Resolution No. 93-7 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for the <br />construction of an unloading station at the Wastewater Treatment Plant as <br />detailed in the specifications on file, and authorizing the Mayor to contract for <br />same, and declaring an emergency. <br />Resolution No. 93-8 introduced by Mr. Nashar was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for and accept <br />bids for the videotaping of sewers at various locations in the city, as detailed <br />in the specifications on file, and authorizing the Mayor to contract for same, <br />and declaring an emergency. <br />Ordinance No. 93-10 introduced by Mr. Leonard was given its second reading. An <br />ordinance accepting a traffic control equipment easement located on property <br />owned by National City Bank and designated as Permanent Parcel No. 232-28-58 by <br />Cuyahoga. County Maps and Records, said easement shown on Exhibit "B" and <br />declaring an emergency. <br />Ordinance No. 93-9 was introduced and placed on first reading by Mr. McKay. An <br />ordinance establishing the organization ar~d composition of the non-uniform, part- <br />time personnel of the Police Department and declaring an emergency. <br />4 <br />
