Council Minutes of 1/19/93 <br />Miscellaneous Business <br />Air. moved to journ into executive session to discuss a contract; second by <br />Mrs. Saringer; passed unanimously. Council adjourned into executive session at <br />8:5$ p.m. Council reconvened at 9:14 p.m. <br />President Boehmer armotmced that Council would not take any action on the fact <br />finder's report at this time. Hoarever, Mrs. Scott was invited to address Council <br />on this issue.. <br />Mrs. Scott said the reduction of longevity will hurt employees who have ten years <br />or more with the city. She made the point that no other barga;ni ~ unit contract <br />included a reduction in longevity. The employees feel that they have worked hard <br />for this benefit and do not want to give it up. It is troe that the wage <br />increases for employees with less seniority were go®d.; however, the union did not <br />expect employees with more. seniority to subsidize these raises. The senior <br />employees do not feel they should be penalized because the city did not have a <br />decent wage for new employees. Aar. Boe~mer comanented that Council has not really <br />had much opportunity to study the report; .however, Council feels that further <br />negotiati.n~g should be done with the negotiators and then presented to Council. <br />Mrs. Scott replied that she wanted to make Council aware of this issue because it <br />has split the bargaining emit dawn the middle. Mrs. Scott said that other <br />bargaining units and administration had not given up longevity. She said that <br />because they are the lowest paid unit in the city, she canrmt understand why the <br />city is taking away from them instead of trying to bring them up to what other <br />cities are paying. Her research shows that clerks with ten years or ire <br />experience are paid less here in North Olmsted than in any other area city. She <br />said that people who have been-here for any length of time are being. hurt by this <br />contract, but the new people are going to benefit from it. Mrs. Scott would like <br />Council to take this into consideration when reviewing the report. A4r. Bohlmatm <br />stated for the. record that longevity stays the same in the first year. It does <br />reduce by one percent the second year and by another percent in the third year of <br />the contract. He also stated that longevity is not given to employees until they <br />have completed five years. Also, with the exception of the Mayor and Finance <br />Director, directors do not receive longevity. Mr. Gareau said he felt that <br />everyone should be aware that the law encourages parties to bargain collectively <br />and to reach an agreement. The fact finding process is a stop-gap measure, and <br />all parties are at risk when they elect to go to fact finding. <br />Mr. Musial moved to excuse the absence of Mrs. Babas; second by Mrs. Saringer; <br />motion passed unanimously. <br />Mr. Nashar scheduled a Streets & Drainage Committee meeting for 7 p.m. on Monday, <br />January 25. He requested that Service Director Boh]mann attend. <br />Mr. Lind scheduled a Finance Committee meeting immediately following the Streets <br />& Drainage Committee meeting. <br />Mr. McKay scheduled an Environmental Control Committee meeting for 7:15 p.m. on <br />Tuesday, February 2. <br />With the agenda being completed <br />before Council, President BoeYmaer <br />Barbara L.
