Council Minutes of 1/5/93 <br />LEGISLATION (continued) <br />Or 'Hance No. introduced by Mr. Lind was given its third reading. An <br />ordinance authorizing the Mayor and Finance Director to execute a $2,75$,204 <br />promissory note payable to the Ohio Public Works Commission for the purpose of <br />Wastewater Treatment Plant rehabilitation. Mr. Lind moved for adoption; second by <br />Mrs. Beringer; motion passed unanimously. Ordinance No. 92-184 adopted. <br />Resolution No. 93-1 was introduced and placed on first reading by Mr. Nashar. A <br />resolution establishing a Blue Ribbon Committee to assist this Council in <br />developing a politically neutral method of establishing salaries for elected public <br />officials on an annual basis, with the results of said reeam~auiations to be the <br />framework of a Charter amendment to be submitted to the electors in November of <br />1993 and declaring an en~ergeney. Mr. Nashar commented that he had asked Council <br />Members to recommend a person for membership to this committee. Mrs. Babas <br />suggested that qualifications and resumes be presented, and Mr. Nashar agreed. <br />Ordinance No. 93-2 was introduced and placed on .first reading by Mayor Boyle. An <br />ordinance limiting the constituency served by the Civil Service Canmission of the <br />City of North Olmsted and declaring an emergency. Mrs. Babas asked on behalf of <br />the Mayor to susperxi the rules requiring three readings; second by Mrs. Beringer; <br />motion passed unarLimou~sly. Mrs. Babas moves for adoption; second by Mrs. Beringer; <br />motion passed unanimously. Ordinance No. 93-2 adopted. <br />Ordinance No. 93-3 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance amending Ordinance No. 92-23 anti providing a salary range for the new <br />position of Assistant Chemist, and declaring an emergency. On behalf of the Mayor, <br />Mr. Lind moved for suspension of the rules requiring three readings; second by Mrs. <br />Beringer; motion passed unanimously. Mr. Lind mioved for adoption; second by Mrs. <br />Beringer; motion passed unanimously, Ordinance No. 93-3 adopted. <br />Miscellaneous Business <br />Mrs. Babas nominate Mr. McKay to be President Pro Tem for 1993; second by Mrs. <br />Beringer; motion passed unanimously. Mr. McKay will serve as President Pro Tem for <br />1993. <br />Mrs. Babas reminded Council about the Long-Range Planning Committee meeting for <br />Council-as-a--Whole at 7:30 p.m. on January 11 to discuss the CDBG program. Also, <br />the Legislative Committee will meet immediately after to discuss Ordinance 93-1. <br />Mayor Boyle added to his report on the Jwnp-Start Arica by explaining haw to <br />identify American made cars. The vin number on an American made car will begin <br />with the rnunbers 1 or 4. <br />With the agenda being completed and there being no further business to cane before <br />Council, President Boetmner adjourned the meeting at 8:50 p.m. <br />Barbara L.
