_. <br />Council Minutes of 12/20/94 <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) During this evening's caucus, Council discussed a special permit and a <br />variance for William Sta~ki, 31083 Lorain Road. The Board of Zoning Appeals has <br />approved this 340 square foot variance and S foot height variance to convert and Marge <br />an existing carport for use as an accessory building to store a boat. Also, a second <br />variance was approved for a second shed on the property. This property is not in a <br />residential area, and Council had no objections. Mrs. Sariager moved to approve the <br />special permit to enlarge the non-conforming building; second by Mr. McKay; motion <br />passed unanimously. <br />Mr. McKay, Chairperson of the Infra-Governmental Relations, Legislative and Long- <br />Range Planning Committee, reported: 1) The committee met on December 6, and in <br />attendance were Council Members Lind, Musial and McKay. Reappointments to various <br />boards and commissions were discussed and approved by the committee. Mr. McKay <br />moved to reappoint the foIlowiug board and/or commission members: Robert Koeth and <br />Anthony Manning to the Planning Co for the term January 1, 1995 to Decerer <br />31, 1999; Brian Zergott, Susan Ferencik Krieger and Mark Yager to the Architectural <br />Review Board; Charles Miller, Joe Lang, Betty Lord and Tony Smerakii to the Landmarks <br />Commis~on; Philip Engoglia to the Board of Building Code Appeals; John Maloney to the <br />Board of Zoning Appeals. The motion was seconded by Mrs. Saringer and passed <br />unanimously. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee, reported: 1) The <br />committee met on December 12; in attendance were Councd Members Bahas, Lmd, <br />Limpert, Musial, Nashar, McKay and Service Director Bohlaa~ann. The committee <br />discussed Ordnance 94-170, which is an agreement between the city and Cuyahoga <br />County to replace Clague Road Culvert No. 1 over Coe Ditch. Cost to the city will be <br />$30,000, and the committee recommended passage. <br />2) At the committee meeting, Service Director Bohlmann gave all present a list of the <br />street repairs and capital improvements for 1995. The committee will discuss the greet <br />repairs in the near future and the decisions made will be based largely upon how much <br />money is available. <br />Councilman Nashar did not have a committee report but wished to comment on Ordinance <br />No. 94-184, the annexation of a portion of Olmsted Township. Mr. Nashar has received <br />phone calls from Townshpl- residents asking about the change in property taxes and <br />whether pensions would be subject to the North Olmsted 2% city income tax since the <br />Township does not have an income tax. Finance Director Burns said that the city income <br />tax rules would apply to all residents. Residents do receive a 100% credit for taxes paid <br />to their city of employment. However, income such as pensions, interest and dividends <br />are not taxed. The matter of property taxes is more complicated because the school <br />districts will not change. The rollbacks that are applied to the school portions of the <br />property tax will not change. Therefore, the only part that will change is the millage that <br />now goes to the Township would be reduced to the millage that now goes to North <br />Olmsted. The current Township millage is higher than the millage that the City of North <br />2 <br />
