The effect of this will be a slight increase in <br />residential property taxes and a decrease for commercial property. The reason for this <br />difference is the rollbacks that apply to commercial property are not the same as the <br />rollbacks that apply to the residential property. Mr. Naar asked the newspaper media <br />that were present to encourage their Ohm~ed Township readers to write to him about <br />their feelings on the proposed annexation. <br />Mr. Musial, Chairperson of the Transportation Comnmttee, reported: 1) The committee <br />met in joint session with the Finance Committee to discuss Ordinance No. 94-180, an <br />ordinance authorizing and dir the Mayor to enter into an agreement with the Greater <br />Cleveland Regional Transit Au#horhy. Present at the meetffig were Council Members <br />McKay, Nashar, Limpert, Bahas, Musial; Finance Director Burns; Service Director <br />Bohlmann; Personnel & Administrative Dior Wilam~osicy; NOMHL General Manager <br />Ken Mues; NOMBL Operations hSer Tom Terbrack. The city and RTA have had a <br />contract in effect since 1975, and the last conract ended December 31, 1993. By moutual <br />consent, this contract was extend~ad until December 31, 1994. The proposed agreement <br />will provide the following benefits fare North Olmsted: 1. Anew bus garage for NOMBL <br />which will be paid for by RTA. A she selesrtion committee will be lookimg at property at <br />the western end of the city. 2. Profits will remain with NOMBL. 3. A higher <br />administration fee will be paid to North Olmsted. The current 4.5% rate will be raised to <br />6%. 4. Any service cuts over 5% wt71 require a re-computation of the reimbursement <br />rates. Both committees recommended approval of the legislation. <br />AUHIE~~E PARTICII'ATIUN <br />Mr. Don DeChant, 23515 Alexander Road, spoke about the proposal to annex a portion <br />of Ohmsted Township. The following is the text of a letter prepared by Mr. DeChant: "I <br />have been a taxpayer in North Olmsted for 39 years and have serious concerns regarding <br />Mayor Boyle's proposal to annex 8 square Holes of Ohmsted Township. This is such an <br />enormous undertaking that I believe ~ the voters of North Olmsted should have time to <br />discuss this in open meetings. Until around December 6th, all discussions were held in <br />closed committee sessions n~c t_ opeai to the public. Two of the three Council read~gs now <br />are being held during the busiest holiday season of the year. What is the big hurry to have <br />a vote by only Council Members? Our city and Olmsted Townsh~, I hope, are not going <br />to disappear over night. I would like to know how many Olmsted Township residents are <br />requesting annexation? Can Council President Mr. Boehmer assign this to a committee <br />for pubfic discussions? Is there pending legislation or committee discussions presently <br />taking place in the Ohio Legislature regarding annexation procedures? Could this be <br />placed on a November begot for all of North Olmsted to vote on? If not, why not? What <br />recourse would the citizens of North Olm~ed have if four members of Council would pass <br />this legislation before it could be placed on a ballot? Decisions made in haste could plague <br />our citizens long a$er our present elected officials have left office, retired or moved from <br />here. I believe this proposal of annexation is far too importat-t to rest in the hands of a <br />four person Council majority." Mrs. Saringer commented that there currently is <br />legislation pending before the State Legislature with regard to annexation. Mr. Limpert <br />3 <br />
