MINUTES QF THE MEETING OF THE COUNCIL <br />of THE CITY of NORTH oLMSTEH <br />DECEMBER 6,1994 <br />Present: Council Presid~t Bcr, Council Members Bahas, Limpert, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Acting <br />Clerk of Council McFarland <br />Council President Boehmer called the meeting to order at 8:20 p.m. in Council Chambers, <br />5200 Dover Center Road, North Ohn~ed, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />The minutes of the meeting of November 15, 1994 were approved as written. <br />President Boehmer announced that a public hearing will be held with regard to Ordinance <br />No. 94-95 at 7 p.m. on Monday, December 12. Also, a special Council meeting wdi be <br />held at 7:30 p.m on Monday, December 12. <br />Mayor Boyle reported: 1) In 1990, the North Olmsted Police Department was <br />understaffed. At that time, Councilman O'Grady, Chairperson of the Safely Committee, <br />Police Chief Marsh and Mayor Boyle formulated an eigl-t-year plan whiff would replace <br />officers who had retired and/or resigned over the prior four years and would acid Been <br />new officers to the force. The imQlem~tation of the plan is cont~uing; and, in the area of <br />commn~.nity policing, a DARE officer and a crime prevention officer have been added to <br />the force. The plan calls for one officer to be added per year in 1995, 199b and 1997. <br />However, ft is poss~le that the crime bill recently passed by Congress will allow the city <br />to add all three officers in 1995 instead of one each year. The Mayor and Chief Sefcek <br />will apply for a grant which would provide $75,000 per officer over athree-year permed <br />paid out in decreasing amounts each year. Also, the application process and subsequ~t <br />approval of the grant wdl put the chy in line for future grants for equipment purchases. <br />According to Federal gu~ddines, North Olmsted should have a Police force of <br />approximately 6S officers. Because of the decreasing crime rate, it is the det of <br />the Police Department that number of officers is not necessary. The three .officers to be <br />added will bring us to a complement of S 7. <br />2) The GCRTA contract has been negotiated and the accepting legislation is before <br />Council this evening. In the paw few years, NOMBL has suffered from cuts to service by <br />RTA which, if continued, could drive us out of business. The new contract inchtdes <br />
