Council Minutes of 12/6/94
wording that, on a cumulative basis, if the RTA cuts hit 5 %, then they must recalculate
how much money is to be pool to NOMBL based on what cuts NOMBL can itthiate. This
will protect NOMBL and pubfic transportation to the western suburbs.
3) With regazd to the audit, it became cleaz recently that the major problem is
communication. The reconciliation of the Ernst and Your papers is being done in-house
because it is cost efficient to do so. Althot~ the State's MAS Department knew about
this, they failed to tell the auditors. This caused the Attorney General's departt
to contact the city for f#ilure to do the work. Last week the Mayor received letters from
three different State departments why the city hadn't done things that were ao~1'
being done. The Mayor has contacted State Auditor Ferguson and State Audhor-elect
Petro to suggest that one Berson ffi the Audhor's office be p~ceci m charge and that all
communication be funneled througl- this person who will then dissaate the information
to all parties involved.
4) Springvale Golf Course has been a city installation for one month and has earned
$60,000 net after expenses of rn $30,000. We are about to go into the
seasonal down-sizing, and the $60,04(1 w~ probably be enough to take us through the
winter months.
5) The tree lighting ceremony was held on December 8 and went very well. Thanks go
out to the high school choir, McIktnald's for providutg some refreshm~ts, Dover Center
Hazdwaze, the Deerfield Homeowners' AsBOCiation for decorating the Christmas tree in
the lobby, Don WingenfBld for pr music, Jan Smith, Chris A-ftegra, SITES student
Tom Zywczyk, the Service Department for the decorations, the Police Department for
delivering Santa, and Nancy Wlodarski who organized the event.
6) The next Town Hall meeting will be held at '7:30 p.m. on December 14 at Butternut
Elementary School. Anyone who cannot attend but has suggestions can call or write the
Mayor.
Law Iirector Gazeau reported: 1) As the Mayor indicated, the agreement with RTA has
been finalized. The final draft is being prepl by RTA and will be preseoiteci to Council
soon. One point of interest m the agreement is RTA's commitment to build a bus gazage
for NOMBL's use.
2) On first reading tonight is an ordinance deal~g with the sale of the property that had
been purchased by the city for senior housing. We are attempting to coordinate this
legislation with the legislation to add a SeBior Residence District to the Zoning Code so
that a commitment can be made to provide the zonffig for the land that is being sold.. The
agreement is being reviewed by the purchaser, Thomas Coury. Once the agreement is
signed, it will be distnbuted to Council for review. There aze restrictive deed covenants in
the contract that provide for preferential housing for North Olmsted residents and their
parents. There aze also re~rictive deed covenants restricting the property use to senior
housing, nursing home or senior campus-type facilities.
3) The Law Director recently met with the U. S. EPA and Ohio EPA with reject to a
dispute regazdmg permit limits. The resohttion is currently being reviewed by the U. S.
EPA and will eventually be put in legislative form for review by City Council
4) With regazd to the Pat Martin case where funds were inappropriately paid, the city is
'~' receiving periodic payments.
~.
2
