Council Minutes of 12/6/94 <br />Mrs. Sariager asked whether the Finance Committee feh comfortable in approving wage <br />negotiations without knowing the status of the city's financial condition. She wondered <br />whether the city budget could beadle the wage increases. Mr. Lind said that the city had <br />historically worked increases into an annual budget. Although he has not yet seen the <br />1995 proposed budget, he feels Council would be remiss ifl not increases to go <br />along with those unions that have contractual obligations for an increase m 1995. Mr. <br />Mussel asked Finance Director Burns if he was uncon~rtable with the 4 1/2$/o increase. <br />Mr. Burns stated that the current problems of decreased revenues for 1993 and <br />1994 were temporary. We have workhtg to cut expen~ures, and he Bads that the <br />city will see normal growth m revenues during 1995. Therefore, he is not uncomfortable <br />with the 4 1/2% increase. <br />Mr. Nashar, Chairperson of the Public Safety, Heahh and Welfare Committee, reported: <br />1) The committee met on Nove~et' 30, and in att+~dance were Counc~ Meyers <br />Saringer, Limpert, Nashar and Safety Director Kesler. Agenda items were as follows: <br />a. Ordnance 94-172, which will inchule pinball machines among the mechanical or <br />electrically operated amulet devices which are regulated by the city within game <br />rooms located in the city. The co had no objections and recd approval <br />b. Ordinance 94-174, which authorizes the removal of `2To Parking" signs on LeBern <br />Drive from Clague Road west to Hawkins Road. This legislation will be held in <br />committee for fiuther discussion after the first of the year. <br />c. A liquor permit transfer from Dragon Gourmet Inc., DBA Dragon Gourmet, 26324 <br />Lorain Road to Luc Family Corp., DBA Dragon Royal, 26324 Lorain Road, a D2 and <br />D2X permit. The committee had no objections and recommended approval Mr. Nashar <br />moved that Council have no objections to the liquor permit transfer to the Luc Family <br />Corp.; second by Mr. Limlaert; motion passed unanimously. <br />d. Anew liquor permit for Bombay Express Inc., DBA Bombay Express, 26703 <br />Brookpark Road extension, a Dl permit. The committee had no objections and <br />recommended approval. Mr. Naar moved that Council have no objections to the new <br />liquor permit for Bombay Express Inc.; second by Mr. Linalaert; motion passed <br />unanimously. <br />2) Mr. Nashar commented that the tree lighting ceremony had been very nice and <br />complimented the Service Department for doing such a good job on the decorations <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The committee met on <br />November 22, and in attendance were Council Members McKay, Nashar, Lind; Finance <br />Director Burns; Service Director Bohhnann. Agenda items were as follows: <br />a. Ordinance 94-163, which authorizes the Director of Public Service to contract for <br />repair of the vacuum filter system at the Wastewater Treatment Plant on a no-bid basis. In <br />September, a problem with the system was discovered and it became critical in November. <br />Because of the critical nature of the problem, the committee recommended approval of the <br />'~` legislation. <br />4 <br />
