Council Minutes of October 18, 1994 <br />,,, Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee, <br />,.~ reported: 1) The commttee met on October 12, and present were Council Members <br />McKay, Nasliar, Saringer; BuihdB-g Commissioner Conway; Assistant Fa~gineer <br />McDermott; guests David and Tarry DiBenedetto and LaWamia NfuetzeL Agenda items <br />were as follows: <br />a. Sea of Learning, a proposal for a child care facility to be located in Cherandon Plaza at <br />26943 Brookpark Road extension. The 8 Commission heard this proposal on <br />September 27 and chose to sad it on to the BZD Committee for review. The area of <br />concern is that children would have to cross a 20 foot alley to get to a fenceEl-in grassy <br />play area at the Dover Professional Building, 4839 Dover Center Road. The ma}ority of <br />the BZD Committee voted to approve with the recd 'ons of Assistant Eng~aeer <br />Griffith and the BZD Commdttee. (The report of the Asaaatant Engiaeer is attached and <br />made an exhibit to this report.) Mrs. Saringer moved to approve the proposal with the <br />recommendations of the BZD Committee and Askant En~eer Griffith; second by Mr. <br />Nashar. Roll call: Saringer, no; Nashar, yes; Musial, yes; McKay, yes; Lind, yes; Limpert, <br />yes; Bahas, yes. Motion passed with six affirmative votes and one negative vote. <br />b. Vacation of a portion of Root Road. This proposal has been heard in Planning <br />Commission. The committee mers de~enred a decisicm on this proposal so they could <br />receive input from the Law Department. Mrs. Sarmger has received a communication <br />from Assistant Law I?irector Dubelko, and the committee will discuss this proposal at a <br />future meeting. <br />c. Ordinances 94-144 and 94-143. Ordinance 94-144 provides for the acceptance of a <br />traffic control equipment easement located on property owned by Cohunbia Land <br />Development Company. Riser Foods has agreed to pay all costs for the construction of <br />the traffic signal system and loop detectors. Ordinance 94-143 provides for the <br />acceptance of a traffic control equipment easement located on property owned by B & G <br />Limited Partnership. Riser Foods will pay the costs for the construction of the traffic <br />signalization. The committee had no objections and recommended approval of both. <br />Mr. McKay, Chairperson of the Legislative Committee, reported: 1) The committee met <br />on Wednesday, October 12, to discuss the appointment of Mark Yager to the <br />Architectural Review Board. Committee members Lmd, Musial and McKay were in <br />attendance. The committee recommended that Mr. Yager receive the appointment to the <br />ARB. Mr. McKay moved to approve the appointment of Mark Yager to the Architectural <br />Review Board; second by Mr. Musial; motion passed unanimously. <br />Mr. McKay reported on the Council-as-a-Whole Committee meeting which was held on <br />Wednesday, October 12. Council met to discuss Ordinance 94-148 which establishes fees <br />for emergency medical service. No decision was made, and Council will further discuss <br />this legislation at a future meeting. <br />3 <br />
