He hopes to meet with the Law Director to explore some <br />creative legal alternatives in order to put this traffic light in place. If this should occur, the <br />sign change at Brookpark Road extension would not be necessary. <br />Mr. Musial, Chairperson of the Transportation Committee, reported: 1) The committee <br />met on October 12 in joint session with the Safety Committee. In attendance were <br />committee members Saringer and Musial. The committee discussed Ordinance 94-143 <br />which amends the traffic control file to provide for the installation of a traffic signal at the <br />intersection of Rim's No. 2 drive and Great Northern Boulevard. The co~nittee received <br />a favorable report on this legislation from Police Capt. Ruple and Safety Director Kasler. <br />The installation costs will be paid by the Ricer Corporation, and the maintenance will be <br />the city's responsibility. A traffic warrant has been approved. The committee had no <br />objection and recommended approval. <br />Mr. Limpert did not have a committee report but expressed several concerns regarding the <br />audit. He is glad that the Finance Conamnittee has inquired as to the current status of the <br />audit issue. He feels that work on the 1995 budget cannot proceed w~hout a current <br />financial update. Mr. Liir~ert requested a Council asra-Whole meeting with the State <br />Auditors to determine two major points: one, who or what is the legitimate cause of the <br />problem; two, how severe is the prob~m at this time. Mrs. Bahas suggc~ed that Council <br />would get a complete written report when the audit was complete and felt that having a <br />meeting before the time would not be helpfiil. Mayor Boyle commented that the State <br />Auditor's office will meet with the city. Also, the private auc~mg firm will meet with the <br />community to present findings and comments on the audit. Council is more than welcome <br />to attend these meetings. <br />Before the audience participation section of the meeting, President Boehiner asked Service <br />Director Bohlmann to come to the podium to introduce invited guests from the Cuyahoga <br />County Board of Health. Mr. Bohhnaiiii introduced Mr. B. J. Meder, Mr. Chris Bosworth <br />and Mr. Terry Allen from the Board of Health who were prepared to discuss a confirmed <br />case and a probable case of LaCrosse Encephalitis that occurred in the Summerland <br />Avenue area of North Olmsted. Mr. Meder, Director of the Environmental Division of the <br />County Health Department, said that he and Mr. Bosworth had begun the county's <br />mosquito control and vector control program 19 years ago. Mr. Allen has headed up the <br />program for the last 4 years. Cuyahoga County is one of about 12 health districts in the <br />State of Ohio that still operates a fiill-blown mosquito controUvector control program. He <br />introduced Mr. Allen who was prepared to answer questions. <br />Mr. Limpert asked what spraying took place in North Olmsted this summer. Mr. Allen <br />said evening spraying had been done in North Olmsted over the past several years. He <br />estimated about 1,500 acres had been sprayed, which is far higher than any other <br />community in the county. They are very active in North Olmsted; indeed, more than half <br />their services are conducted in this city. <br />5 <br />
