Council Minutes of October 18, 1994 <br />,, Mr. Bohlmann said that the sanitary sewer rdtabilitation program was near complexion in <br />the northeast quadrant of town. Also, work is being done in the Danberry/Curtis area <br />since Council appropriated aional money after the floacliag of August 13. The city <br />does have the ability to put the SumrnerlandlVirginia area in the next phase of the sanitary <br />sewer program, and he re~ods that this be done. Mr. Bohhnann agreed that the <br />ditch which runs behind Sum~aerhmd Avenue, jointly awned by Nord Ohm~ed and <br />Fairview Park, does nea~l work. North Owed cbes do yearly maintexiaace an their <br />portion of this ditch. He believes that the Summerland/Virginia area does need storm <br />sewers but the problem is that Claque Road is due to be wic~iexl in 1997. The que~ion is <br />whether the city should repair the road on Summerland and Virginia prior to or after the <br />reconstruction of Claque Raad which wall include a new storm sewer system If the city <br />repairs the road now, the storm sewer system would have to be taken toward the drainage <br />ditch for stormwater runoff as was dome ~ Esther and MacBeth. This would e <br />the ponding and puddlstg problems and the standing water. Mr. B feeds the city <br />will need the cooperation of Fairview Park to alleviate the ditch prob>em. Mayor Boyle <br />asked if using oversized piping to act as retention on Sind and Virg wcwld help <br />the problem until the Chigoe Road r ' ' ation is comprlete. Mr. said the <br />sanitary and storm sewers were separate problems. The city could proceed with the <br />sanitary sewers on the next contract, but that has no affect on the storm sewer system, <br />Currently, if the city were to replace the street, it would be poss~ie to put some reteetion <br />in. If the street could be added to the 1996 reconstruction program, we wauhi have to <br />take that dorm sewer lime and let it drop off to the ditch in order to gel a good gravity <br />flow to the ditch. Even oversizng wou~ not help much. If it went into the Claque Road <br />storm sewer sy~em, the pipe would have to be pitched the other way. It is a difficult <br />decision to make major re~-airs now or to wait for the reconstruction of Claque Road. Mr. <br />McKay asked if the grade of the ditches could be changed to allow for better flow into the <br />main carry-off ditch. Mr. Bohlmann soul that there are improvements that can be made to <br />get a better runoff and elim~ate the standing water problem. <br />Dave Lewis, Summerland Avenue, felt that it was important to discuss the re-routing of <br />the raw sewage that came through the creek and flooded it. As a homeowner, he has done <br />everything he can to stop flooding in his basesment. Mrs. Lewis added that they had at <br />least seven inches of raw sewage because of the August 13 flood. She feels that this <br />situation causes a major heahh problem and wants something done before more children <br />get sick. Mr. Bohlmann dated that dohrg sanitary sewer repair work on the male llec and <br />laterals will, for the most part, eliminate: the sanitary backups. Mr. Bohlmann soul that the <br />city has dye tested a number of homes in the area and exam~ed the ditch to see if there is <br />any kind of a sanitary cross-connection. He does not bedieve there is a coat flow of <br />sanitary sewage in the ditch. Mayor Boyle asked the location of the nearest pump station <br />that would bypass sanitary into storm Mr. Bohlmsnn said the closest pumQ ~ was in <br />Fairview Park. Apparently, Fairview Park did drop their lift station during the storm of <br />August 13 and did not notify the EPA. Mr. Bohhnann dated that to his kaowg~e North <br />Olmsted has never requested Fairview Park to drop their lift sta~on. They have always <br />done it on their own for their awn purposes. Mrs. Saringer suggested that the crty should <br />cooperate with Fairview Park to alleviute the problems. Mayor Boyle and Mr. Bohlrnann <br />9 <br />,,.,. ~.A._..-, <br />
