Council Minutes of 9/20/94 <br />storm, There were flow problems on two streets in Ward 2 which were identified and <br />discussed during open c©rmnittee and Council meetings. This is under constant review. <br />In 1991, Malcolm 1?unie Inc. was brought in to oversee and make reeomtneadations <br />concerning the Wastewater Treatment Kant as to how the city could reduce costs and <br />make operations more eft. Malcolm I'irnie has deterc~ed that the operations are as <br />efficient as possible at present, and the city would. not benefit from privatization as <br />suggested in a plan submitted by a California company. Malcolm Pirnie has submitted <br />plans on future upgrading of ecp~ment and fatties so that op can be more <br />efficient. Council has beam funcl~g and the a ation-has been fofiowing this plan. <br />The rates submitted in the ordinance were m~hematically calcailated to cover the cons of <br />operation. Mr. McKay stated that in 1986 the city lined the firm of Dalon and <br />Newport to study the problem of storm water infi#ratitm. It was a cori~rsive city- <br />wide study. At that time, the city was being threatened by the EPA with a $36 mil~n <br />lawsuit. When Mayor Boyle took office, he "took the bull by the horns" and began to get <br />the job done. Mr. Gareau asked that Council recall the executive sesames held with <br />respect to threatened litigation deaing with this matter. He is currently preparing a <br />consent degree regarding this is~e. <br />Came Kopfer, 25601 Timber Cove, expressed concern over the reported unauditable <br />condition of the city's books. Mr. Burns replied that he had received the final pieces of <br />the puzzle from the Arthur Young Cax~any and has begun putting the nuit~ers together <br />and taking care of the sacalled unaudrtable condition. By the end of this week, the <br />condition will be solved. Mayor Boyle explained that .Arthur Young lad posedly lost <br />the work papers that were needed; however, as Mr. Burns said, the piers have now been <br />recovered. He noted that during this whole situation the State auditors have been in the <br />city auditing the books. Ms. Kopfer questioned why it mould two years to release the <br />1988 audit. Mayor Boyle said that the city is a political subdivision of the State of Ohio <br />and the State Auditor must enforce the law. It is the Auditor of State who agows <br />contracts to be given on audits. Mr. Burns stated that the work for 1989 and 1990 has <br />been completed, and the a firm :should issue an opinion on the reports. 'The audits <br />for 1991 and 1992 are curre>~rtky being done by the State Audhor's office. Mr. Burns <br />commented that during a recent he had with a regional manager from the State <br />Auditor's office and the team ~aervisor currently working in the city, the regional <br />manager made the commit that he diclt't understand why the letter indenting the city's <br />book were unauditable had been issued. <br />LE~ZSLATI4N <br />Ordinance No. 94-90 introduced by Mayor Boyle was given. its third reading. An <br />ordinance authorizing the Mayor to enter into a contract for .the purchase of Springvale <br />Country Club as amended. On behalf of the Mayor, Mr. McKay moved for adoption; <br />second by Mr. Limpert. Bolt call: McKay, yes; LimQert, yes; Bahas, yes; Lid, no; <br />Musial, yes; Nashar, yes. Motion passed with five al~mative votes and one negative <br />vote. Ordinance No. 94-90 adopted. <br />6 <br /> <br />
