rRIlVUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />AUGUST 16,1994 <br />Present: Council Preet ,Council Members Bahas, Limpert, Lmd, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Mc.~ael Gareau, Finance Director <br />James Burns, Clerk of Co~mcil Barbara Semen <br />Council President Boehmer called the meeting to order at 8:14 p.m in Council Chambers, <br />5200 Dover Center Road, North Ohn~ed, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegi~mce <br />to the Flag. <br />The minutes of the Council g of July 5, 1994 were approved as written. <br />The minutes of the special Council meeting of July 6, 1994 were approved as written. <br />The minutes of the special Council g of July 7, 1994 were approved as written. <br />The minutes of the special Council meeting of August I0, 1994 were approved as written. <br />President Boehmer announced that Ordinance No. 94-109 would be tabled, Ordinance <br />No. 94-112 would be passed under suspension of the rules and Ordinance No. 94-120 <br />would be added to the agenda. <br />REMJIt1'S <br />Mayor Boyle reported: 1) Although the flood abatement program is working well and <br />exceeds our expectations from 1990, it is not complete. IIuring the dorm this past week- <br />end, approximately 150 homes received water. The storm of Memorial Day weekend <br />1989 caused approximately 2,004 complaffits of flooding. However, it should be noted <br />that the city received 3.1 inches of ram in a 24-hour period during that storm and 4.2 <br />inches of rain this past weekend. These statistics prove that progress has been made, but <br />there is still work to be done. One cause of the recent flooding was the failure of the 6 <br />inch bypass pump at the LeBern lift station. The pump had received routine maintenance <br />in May and had been started as recently as the day before the norm Unfortunately, it was <br />down for about an hour; and the 4 inch pump used in its place could not handle the <br />vohune of water. Another cause of flooding was a 12 inch cukvert pipe in the All~dale <br />area which was installed by a rent about 10 years ago. This pie choked the water <br />flow from a 30 inch pipe inked by the city. City records indicate that at the time of the <br />installation of the 12 inch pipe, the city did not know that the water was being choked and <br />had actually approved it. The current property owner is not the owner that m~al~ the <br />pipe. We're researching the situation, and the 12 inch pipe will have to be removed. <br />Some floodmg occurrences were the direct result of street reconstruction, primarily in the <br />
