Council Minutes of 8/16/94
Deerfield anal Bretton Ridge area. It is believed that much of the problem in the Danberry,
Curtis, and Bentley area may have been caused by conditioas in the Masdick Road area.
Since the Mastick Road area was not originally believed to be this major of a pmbl~n, it
was not included in the cwrent P~-ase F work. However, we have mowed ourselves
enough leeway in planning the sewer repair work that the Mastick Road area can be
included should it prove to be the cause of the Danberry area Downspout tier-ins
also remain a problem and coatri~te to the .Mast shave corrected these
problems, but the city wgl have to iaerease hs efforts with quicker action a$d posly
higher fines. In order to avoid and bypass pr~kams is Ward II, the city is
considering installing retentiou in the I.eBern lift ration area. Several city departts
aze making a thorough rove of the probers so that the proper seeps can
be taken. It does seem that the so-caged "one hvazdred year" rains are ccem~eg every &ve
years. Hopefully, improv is can be im pLce before 1999.
2) Ordinance 94-120, whid~ is on first-rig, will increa~ ci#y sewer rates. This
legislation was made necessary whh the of the Charter t which would
have paid debts in the flood abatement program anal the Wastewater Treatment
renovation.
3) A few months ago, there were problems with bad concrete throughout Cuyahoga
County. The City of North and some individual ruts were affected by this
problem Building Co ' ner Conway has been in ccmtact with the State Attorney
General's office and has reported that the State will set up a commaittee to deal with this
situation. However, the fading mechanism that is in place will put the bud of the
problem back on the residents. This does not seem to be a good soh, and we wdl
pursue this matter.
4) The North Olmsted Hon~ecom~ing will take place August 25 through Augur 28, and
City Hall will have its usual tent with presentations by most city divisions.
Councilman. McKay inquired as to the circumstances surrounding the installation of the 12
inch choker pipe ten years ago. He wondered if the Engineering Department had
approved of the installation. Mayor Boyle said that apparemly someone in the city
approved it, but the city did not have an engineer at that time and that is why it slipped
through the cracks. However, now that the city knows about it, action will be taken.
Mr. McKay also commented that talking about ten, fifty or one hundred year rains does
not help the homeowner who gets flooded. That person only knows his property has been
damaged and wants the problem fixed. Mr. McKay wondered whether the design
standards for our storm and sanitary sewers should be reviewed. Mayor Boyle replied that
our design standards are correct by professional measures and are much tighter right now
than in the past. Although we ca~ot control rain, we can control the sewers. We are on
the right track with our sewer program, but it is going to take more time. It is a long-term
plan, and we are far ahead of ow expectations. The repair work will be continued at a
cost of approximately one million dollars a year; and we will have to be flext~ie enough to
add projects, such as the Maack Road area, sl<ould the need arise.
2
