Council Minutes of 6/21/94 <br />Ordnance No. 94-98 introduced by Mayor Boyle was given its second readmg. An <br />ordinance creating a new Chapter 957 of the Codified Ordinances of the City of North <br />Olmsted entitled "Sale and Consu~tion of Alcoholic Beverages in Public Buildings and <br />on Public Grounds." <br />Resolution No. 94-99 was introducer and placed on firs reading by Mr. Lirnpert. A <br />resolution authorizing the Director of Public Service to advertise for and acct bids for <br />an above-ground 1,000 gallon oil forage tank at the bus garage as detailed in the <br />specifications on file and authorizing the Mayor to contract for same, and declaring an <br />emergency. <br />Ordnance No. 94-100 was introduced and placed on first reading by Mrs. Saringer. An <br />ordinance to replace Chaffer 927 entitled "Storm Water Retention Systems" with a new <br />Chapter 927 entitled "Storm Water Management and Urban Sediment Pollution <br />Abatement Systems" of the Codified Ordinances of the City of North Olm~ed, Ohio. <br />Ordnance No. 94-101 was introduced and placed on first readitrg by Mr. McKay. An <br />ordnance amending the traffic control file of the City of North Olmsted by providing for <br />the prohibition of truck traffic on a portion of Country Club Boulevard. <br />Ordinance No. 94-102 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance amending Section 167.04 of the Codified Ordinances of the City of North <br />Olmsted entitled `t'owers and Duties" and declaring an emergency. <br />Ordinance No. 94-103 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance preserving the right of the City of North Olmsted to continue to maintain <br />certain areas in the City of North Olmsted as Community Reinvestment Areas (CRA's) as <br />provided in Ordnance 91-175 adopted February 18, 1992, and declaring an emergency. <br />Mayor Boyle asked Council to consider passing this legislation on suspension of the rules <br />in order to allow the city to continue negotiations under the exiling Community <br />Reinvestment Area law. The original State law will expire on July 1 and the new State <br />law does not go into effect until July 22. Without this legislation, the city will not <br />preserve the right to be grandfathered under the old law and will have 21 days without a <br />law in effect. This legislation does not expand the city enterprise zone nor does it mean <br />that Council is approving negotiations with any company or property owner. Mr. McKay <br />moved to suspend the rules requiring three readings and committee review; second by <br />Mrs. Bahas; motion passed unanimously. Mr. McKay moved for adoption; second by <br />Mrs. Bahas; motion passed unanimously. Ordnance No. 94-103 adopted. <br />Ordnance No. 94-104 was introduced and placed on firs reading by Mr. Lind. An <br />ordnance providing for the issuance and sale of $2,960,000 notes, in antiation of the <br />issuance of bonds, for the purpose of constructing, fiunishing and equipping a fire station <br />and preparing, improving and equipping its site. <br />10 <br />~,z.,:., __ ,. ,.,. ,. _ _ .::.,,. <br />
